China, the heart of global manufacturing: what changes on the tax side in 2026
Almost all lithium battery cells, modules and components sold worldwide come out of Chinese factories. A change in Chinese tax policy therefore feeds through, with a lag, into the ex-factory price paid by the buyer, even before customs duties on arrival come into play.
A joint announcement from the Ministry of Finance, the General Administration of Customs and the State Taxation Administration, published on 16 July 2026, introduces a consumption tax on some batteries and photovoltaic cells manufactured in China, with a lighter regime for newer technologies.

Panels, inverters, batteries: the IEC standards that determine whether you can sell

Africa: Nigeria and South Africa, two different customs logics
Nigeria has applied the CEDEAO common external tariff since 1 January 2015, updated in April 2022. Once customs duty, levies and VAT are added up, the effective rate exceeds 50% on more than 80 tariff lines; the exact line applicable to a panel, inverter or battery needs to be confirmed with Nigerian customs, as it is not published in a standardised way.
South Africa had an average customs tariff of 7.5% across all products in 2024, with 15% VAT applying to almost all imports. Both markets subject a wide range of imported electrical products to pre-shipment conformity assessment, a step to plan into the schedule rather than discover at the port.

Middle East: Saudi Arabia and the United Arab Emirates
In Saudi Arabia, a standard import requires a commercial invoice, a bill of lading and a certificate of origin; some electrical equipment requires an IECEE certificate, and the customs declaration must be filed on the Fasah platform at least 48 hours before arrival at the port. Products subject to the SABER conformity platform must also obtain a Product Certificate of Conformity and then a Shipment Certificate of Conformity before each shipment, to be checked on saber.sa before loading.
In the United Arab Emirates, routine imports rely on the commercial invoice, certificate of origin, packing list and a customs declaration filed with the Federal Customs Authority, with a permit required for restricted or exempted goods. Electrical equipment remains subject to its own compliance requirements, to be confirmed with the UAE standardisation body before purchasing.

Latin America: Brazil and Mexico
In Brazil, an import combines the import tax calculated on the CIF value, the tax on industrialised products, the PIS and COFINS contributions, then the state ICMS tax: several successive levies, not a single rate, whose total depends on the exact classification of the product under the Mercosur common nomenclature.
In Mexico, the structure follows the same principle: a general import tax followed by a 16% value-added tax, with tariff lines specific to solar equipment that change with each decree; Mexico's customs service remains the source to consult before placing an order.

Asia: India and Southeast Asia
India raised customs duties on inverters and solar lanterns in its 2021-2022 budget, a direction it has kept pursuing since to support its own cell manufacturing industry. For projects tied to a public programme or support scheme, India's Ministry of New and Renewable Energy maintains an approved list of models and manufacturers: a module not on it can be excluded from these projects, even if it fully meets IEC standards.
Several Asian markets have opened anti-dumping investigations targeting Chinese cells and modules as their own industries develop. Whether an anti-dumping duty exists, and at what rate, must be checked country by country and changes quickly: no figure holds without being reconfirmed on the date of the order.

Lithium batteries: transport rules stricter than the product itself
Before any shipment, a lithium battery, whether standalone or built into a solar storage system, must have passed the UN38.3 test series from the UN Manual of Tests and Criteria, and travel with a summary of those tests. By sea, the International Maritime Organization's IMDG Code classifies the battery as dangerous goods and sets labelling, stowage and segregation requirements, with a list revised on a two-year cycle. By air, IATA regulations require specific packing instructions and heavily restrict shipping batteries alone on passenger flights, which is why sea freight remains the dominant mode for this type of cargo.
On warranties, a Chinese manufacturer often quotes a longer performance warranty than its workmanship and materials warranty, but no international rule obliges it to honour that once the product has left China: only a written contract, with a named counterpart, makes it enforceable.
