Building Materials from China to Africa and the Middle East 2026

Ceramic tile, ceramic sanitaryware, aluminum profiles and joinery, steel products, finished doors and windows, and paints and varnishes do not fall under a single common customs regime. Each family is classified under its own chapter of the Harmonized System, and it is this code, not the product's commercial name, that determines the applicable duty, the approvals required and the technical standards demanded at destination. Practical consequence for a construction site: the same container that combines tile, sanitaryware and door hardware often falls under several distinct tariff lines on a single declaration, each with its own rate and, sometimes, its own certificate.

Foshan, in the Pearl River Delta, less than an hour's drive from Guangzhou, has been making ceramics since the Ming dynasty, according to the online encyclopedia Wikipedia. This long tradition explains the current concentration of tile and ceramic sanitaryware factories in the city and neighboring districts of Guangdong, a region where our team, based in the Tianhe district of Guangzhou, travels regularly to verify suppliers. The region also has many manufacturers of aluminum profiles and doors and windows, which we visit as part of our factory checks.

In Nigeria, any imported product falls by default under the SONCAP program unless specifically excluded (food, medicines, military equipment, used goods other than vehicles), according to the official son.gov.ng website. Construction materials are not among the exclusions: a Product Certificate validates the product, followed by a certificate of conformity per shipment. Cement illustrates the gap a duty can create in this sector: as of September 27, 2026, Nigeria's effective tariff on cement reaches 55%, one of the highest under the ECOWAS tariff, according to the official US trade guide. Bagged cement also appears on the Central Bank of Nigeria's list of restricted imports.

In Cameroon, the PECAE program, run by the Standards and Quality Agency (ANOR), names construction materials specifically, according to ANOR's official website. Senegal, Mali and Ivory Coast each apply a pre-shipment inspection program above a given FOB value threshold, detailed country by country in our article on conformity certificates in Africa.

In Egypt, import control falls under GOEIC, and the EOS manages around 8,500 standards, of which roughly 5,000 are mandatory technical regulations, about 80% mirroring ISO or equivalent standards, according to the official US trade guide. A concrete example for joinery: Presidential Decree No. 419 of 2018 cut the duty on glazing and glass panels from 50% to 20%. The standard 14% VAT is calculated on the customs value, duties included, and the ACID system requires a declaration 48 hours before the vessel arrives.

In Morocco, the average most-favored-nation duty stood at 12.9% across all goods in 2025, with a 10.7% average for minerals and metals, according to the WTO tariff profile. VAT ranges from 0 to 20%, under a conformity verification program in place since February 1, 2020, and NM standards approved by IMANOR. Tanger Med, Africa's largest container port, remains the country's most important gateway.

In Kenya, the East African Community tariff ranges from 0 to 100%, averaging 25%, with a 16% VAT, according to the official US trade guide. In South Africa, the average duty stood at 7.5% in 2024, and the 15% VAT applies to almost all imports.

The Gulf Cooperation Council applies a common tariff of at least 5% ad valorem on the CIF value from outside the Gulf, collected once at the first point of entry and followed by free circulation among the six member states, according to the official US trade guide. The SABER platform, overseen by SASO, names paints and varnishes specifically; the product certificate costs 500 riyals excluding VAT and the shipment certificate 350 riyals, valid for 90 days.

Since May 8, 2025, all containerized imports into Saudi ports must be palletized, with a 12-month transition for bulk and oversized cargo, a point that directly affects the consolidation of a construction container. In Qatar, the standard 5% duty gives way to higher rates on two specific materials: 20% on non-alloy iron bars, hot-rolled steel and cement, according to the official US trade guide.

Tile, glass and sanitaryware are dense goods: a 20-foot container often hits its weight limit well before its volume limit, a calculation detailed in our guide to CBM and volumetric weight. Distributing the load on the floor and against the walls, wedging the corners of sanitaryware and glazing, and checking the caliber and shade of a single tile batch before loading reduce breakage and the color disputes seen on site.

A pre-loading inspection, following the principles detailed in our article on factory quality control and AQL levels, then covers breakage, thickness, flatness and surface finish, not just quantity. For steel and aluminum, the mill test certificate attesting to the batch's composition must accompany every shipment, especially when the destination requires a standard equivalent to a recognized international standard.
