
SONCAP, BIVAC, PVoC: Pre-Shipment Inspections in Africa in 2026
Much of the goods exported from China to Africa cannot clear customs without a certificate issued before loading, by a body mandated by the destination country. This article brings together, country by country, the programs that carry these certificates, SONCAP in Nigeria, BIVAC in Central Africa, PVoC in East Africa, Cotecna in West Africa, along with their costs and timelines.
Pre-shipment inspection and certificate of conformity: what it means
A pre-shipment conformity verification program hands documentary and sometimes physical inspection of goods, before they are loaded in China, to an accredited private body, often Bureau Veritas, Cotecna, SGS, Intertek or TÜV Rheinland, on behalf of the receiving country. The body issues a certificate of conformity, often called a COC, which is a condition for customs clearance on arrival: without it, the goods stay stuck at the port or face a substitute inspection.
The mandating party remains a public agency of the destination country, most often its standards body, which sets the scope covered and the fee schedule. The 2026 trend runs in two directions: Nigeria since 2023 and Kenya since February 2026 are shifting part of the control toward inspection on arrival, while Ivory Coast, since June 2025, is expanding the number of bodies accredited to inspect before loading.

SONCAP in Nigeria: the most searched-for program
SONCAP, run by the Standards Organisation of Nigeria, works in two stages. A Product Certificate first validates the product, on one of three routes depending on the exporter's status, then a Certificate of Conformity, issued for each shipment after ISO/IEC 17025 testing carried out by an accreditation body recognized by the IAF, opens the way to the SONCAP certificate.
Food, medicines, military equipment and used goods other than vehicles stay outside the program's scope. A secondary source points to a shift toward a single e-SONCAP portal by late March 2026: confirm this on the official site before starting a file.

PVoC in East Africa: Kenya, Uganda, Tanzania, Ethiopia
Kenya extended its PVoC program (launched in 2005) to all imports on December 1, 2015, with six bodies accredited by KEBS across nineteen zones: Bureau Veritas, Cotecna, China Certification & Inspection Group, Intertek, SGS and QISJ. A notice reported in the press, not found as such on the official site, announces a shift to destination inspection in February 2026, charged at 0.6% of customs value: confirm before shipping, as KEBS references a Destination Inspection Manual dated February 2026.
Uganda hands its PVoC program to five bodies accredited by UNBS, for fees quoted between 0.25% and 0.50% of FOB value, or 235 to 3,000 dollars. Tanzania applies an equivalent program since 2012 under the mandate of the Tanzania Bureau of Standards, between 250 and 5,000 dollars per shipment. Ethiopia hands its own to the Ethiopian Conformity Assessment Enterprise, as far as the ports of Djibouti and Lamu, for 0.4% to 0.75% of value. These ranges, taken from third-party guides, are not officially confirmed: cross-check before shipping.

PECAE, PROGEC and PCEC in Central Africa: Cameroon, Gabon, Congo-Brazzaville
In Cameroon, PECAE, run by ANOR, covers food, toys, electrical goods, cosmetics, chemicals and construction materials, carried out by SGS, Intertek or TÜV Rheinland; according to a source to be confirmed with ANOR, fees run around 0.95% of FOB value, with the certificate issued within one working day for air freight, two for sea freight.
Gabon has applied PROGEC since 2016, run by AGANOR, mandatory from 3,000 euros of FOB value excluding food and pharmaceuticals, with fees quoted between 0.27% and 0.53% of FOB value, capped at 7,000 euros, certificate within 48 hours. Congo-Brazzaville has applied PCEC since May 2022, mandated by ACONOQ and carried out by Bureau Veritas, on similar ranges, plus a 375 euro registration fee for the first fifteen products, with its own requirements: French-type electrical plugs, labeling in French for mass-market products, a list of banned cosmetic substances. Democratic Republic of Congo: the OCC and the BIVAC contract
The Democratic Republic of Congo hands pre-shipment inspection to Bureau Veritas, under the BIVAC brand, for any goods worth 2,500 dollars FOB or more. The Office congolais de contrôle, the country's public agency, charges the importer 2% of FOB value, of which 0.75 point is passed on to BIVAC. The file, written in French, brings together the commercial invoice, packing list, bill of lading, import license, proforma invoice, and certificates of insurance and origin. Shipments under 2,500 dollars FOB, fresh produce and the press remain exempt.

Cotecna and the West African programs: Senegal, Niger, Mali, Ivory Coast
Senegal requires a prior declaration for any import worth 1,000,000 CFA francs or more, about 2,000 dollars, filed with a bank, and hands inspection to Cotecna from a higher FOB threshold, put at 3,000,000 CFA francs by several sources, to be confirmed with Senegalese customs. Niger applies a similar logic: a prior declaration, valid for six months, filed seven days before shipment from 1,000,000 CFA francs, with the Cotecna threshold put at between 2,000,000 and 3,000,000 CFA francs depending on the source. Mali cites a threshold of 3,000,000 CFA francs under a Bureau Veritas-Bivac mandate, according to an undated document, to be cross-checked before shipping.
Ivory Coast runs the most disputed program in the region: active since July 16, 2018 (decree No. 2017-567 of September 6, 2017) from 1,000,000 CFA francs of FOB value for designated product families, it requires a certificate of conformity or, failing that, a non-conformity report. Technical oversight reportedly falls to CODINORM, the Ivorian standards body, though this is not confirmed by the regulatory text. Decree No. 2025-418 of June 18, 2025 opened the concession to four operators, BIVAC BV, Cotecna, Intertek and SGS, each authorized to carry out quality, quantity and value checks before shipment from the country of origin.

Preparing your compliance file from China: method and timeline
A pre-shipment inspection needs to be prepared before production starts, not after. First check whether your product and destination country fall under a program, then its FOB value threshold: splitting an order below that threshold sometimes avoids the inspection, but exposes you to tighter checks on arrival if the practice is judged abusive.
The mandated body then schedules its factory visit around the end of production, on the same timeline as a pre-shipment quality control, to avoid a second trip. An incomplete file or a non-conformity caught late delays loading, and a missing certificate on arrival exposes you, depending on the country, to a pricier destination inspection, port demurrage fees, or a shipment turned back.
