
Importing from China to Lebanon: 2026 Guide
Lebanon has no free trade agreement with China: Chinese goods enter at the full tariff rate, then carry 11% VAT plus additional levies specific to the Lebanese system. This guide details every rate, document and step, with figures and sources.
What Lebanon imports from China, and the niches on the rise
Lebanon imported 17.3 billion dollars worth of goods in 2024, and China is its top supplier, according to the US government's trade guide, though no official source confirms an exact share.
The same guide names several sectors with medium and long term potential: energy, including renewable energy projects, water and waste management, security, quick service restaurant franchises, healthcare and information technology. Large infrastructure and reconstruction projects could restart if Lebanon secures an IMF program, a condition not yet met.

Lebanon and China: no free trade agreement, no preferential regime
Lebanon has been negotiating WTO membership since gaining observer status in 1999, a process still stalled according to the US government's trade guide: it is not a full member. Its preferential agreements, with the European Union since 2006, EFTA since 2004 and Arab countries through the Greater Arab Free Trade Area, do not cover China.
The same guide notes a bilateral investment agreement with China, but no preferential trade agreement: Chinese goods therefore pay the most favored nation tariff, with no reduction tied to origin.

Customs duties and import taxes: the rates and a worked example
Lebanon's WTO tariff profile (2023) shows a simple average applied duty of 10.8% across all products, 7.5% for non-agricultural goods. The rate depends on the tariff line: 4.1% for electrical machinery, 2.9% for mechanical and office machinery, up to 56.4% for apparel.
On top of this, according to PwC, comes a standard 11% VAT and an additional 3% levy on goods subject to VAT, excluding fuels, industrial equipment and raw materials, extended through 31 December 2024: no later extension could be confirmed as of 27 September 2026, so check case by case. A 10% levy also applies for five years to goods with a local substitute and to luxury items, and since 10 February 2026 a 1.5% deposit applies to importers not up to date with their tax and VAT filings. Example for 10,000 dollars CIF in electronics, at the 7.5% non-agricultural average rate: customs duty 750 dollars, 11% VAT on 10,750 dollars, or 1,182.50 dollars, total 1,932.50 dollars before brokerage fees. The exact Harmonized System code still needs checking, since the gaps between lines can be considerable.

Documents required to clear goods through customs
The US government's trade guide (updated 23 February 2026) lists the required documents: a declaration on the single administrative document, bill of lading, packing list, original commercial invoice, delivery order, proof of payment and the sales contract between the importer and the Chinese supplier.
A social security clearance certificate, valid on the date the declaration is registered, is also required for every commercial entity. A certificate of origin is required unless the invoice already states enough information. Some products need extra documents: a license, a conformity certificate or a phytosanitary certificate depending on the goods.

Standards, certifications and products that are banned or require a license
The Lebanese Standards Institution, LIBNOR (1962), under the supervision of the Ministry of Industry, is the sole authority for Lebanese standards, according to the US government's trade guide. These standards remain voluntary in principle, unless LIBNOR's board makes one mandatory for a public health or safety reason, validated by a decree of the Council of Ministers. The Lebanese Accreditation Council, COLIBAC, is the sole national accreditation body; conformity certificates from recognized foreign inspection companies are also accepted, which allows checks to be carried out on the Chinese side before shipment.
Three languages are accepted for labeling, Arabic, English and French, never Hebrew, showing net weight, manufacturer, production and expiry dates, composition and country of origin. The list of bans covers, among other things, cedar seeds and saplings, chemical additives for bread making, non iodized salt, industrial waste, clinker cement, passenger vehicles over eight years old, commercial vehicles over five years old, used medical equipment, gas lighters, phones operating on the 900 megahertz band, products with a false indication of origin and any goods made in Israel, under the Arab boycott policy.

Ports, routes from southern China and recommended incoterms
The port of Beirut and Rafic Hariri airport handle most of the traffic, according to the US government's trade guide, which names freight forwarders active on the ground such as DHL, FedEx, UPS and Aramex. That guide puts sea transit from the United States at 25 to 45 days; no equivalent figure from southern China could be confirmed, since the real duration depends on the loading port and the shipping line, to check with your forwarder when booking.
The incoterm deserves particular attention: FOB leaves the Lebanese buyer in control of transport from a Chinese port such as Shenzhen or Guangzhou, while CIF shifts that organization to the Chinese seller all the way to Beirut. An EXW incoterm, which leaves all Chinese side logistics to the buyer, exposes an importer with no contact on the ground even further.

Payment, currency and the first steps of an order
Lebanon's banking sector remains marked by an unresolved crisis, noted by the US government's trade guide: international transfers and access to foreign currency remain uncertain and vary from bank to bank. An irrevocable letter of credit protects a buyer better than a full advance payment; every payment goes to the Chinese supplier's business account, never a personal account, and never to bank details changed by email mid negotiation.
A first order follows a simple sequence: define the product and its Harmonized System code, vet the supplier, approve a reference sample, formalize the deal with a proforma invoice and a deposit paid to the company account, follow up on production, have the goods inspected before loading, then arrange transport and gather the documents needed to clear customs in Beirut.
