South African exports to China stood at USD 13.6 billion, dominated by minerals; the exact balance with Chinese exports remains unclear based on the sources consulted. A handful of product families account for most of the inbound flows.

Trade and customs relations between South Africa and China
South Africa does not import alone: it belongs to the Southern African Customs Union, alongside Botswana, Eswatini, Lesotho and Namibia, which applies an identical common external tariff across all five countries. No free trade agreement between this union and China was identified in the sources consulted; trade remains governed by most favoured nation status at the World Trade Organization, and shared BRICS membership carries no tariff reduction.
Customs clearance falls under the South African Revenue Service, which administers the Customs and Excise Act of 1964 and requires an importer code before any first transaction. Customs value is determined under the GATT valuation code, the first of its six methods being the transaction value invoiced by the Chinese supplier.

Customs duties and import VAT: how they are calculated
South Africa's average applied tariff stood at 7.5% in 2024, with 7.4% on non-agricultural goods and 8.5% on agricultural goods. This figure masks wide disparities across a tariff schedule of around 90 000 lines: finished clothing at 40%, fabrics at 22%, yarns at 15%, fibres at 7.5%, light vehicles at 25% until 2035, and original equipment automotive components at 20%. Always check the exact tariff heading before any quote.
Import VAT, at the standard rate of 15% since 1 May 2025, applies to an inflated base: the customs value plus a flat 10% addition for freight and insurance not included in a free-on-board value, plus non-refundable duties. Example on 100 000 rand of finished clothing free on board: duty at 40%, i.e. 40 000 rand; VAT base of 150 000 rand (100 000 plus a 10 000 mark-up plus 40 000 duty); VAT at 15%, i.e. 22 500 rand. Combined duty and VAT reach 62 500 rand, or 62.5% of the initial value. An additional ad valorem tax of 10%, reduced to 5% for office machines and motorcycles, applies to certain separately listed goods.

Mandatory documents to clear an import through customs
The South African Revenue Service requires specific documents at declaration, describing the goods so duties can be calculated: one negotiable and two non-negotiable copies of the bill of lading, four copies of the commercial invoice, and three copies of the packing list.

Standards, the NRCS Letter of Authority, SABS and inspections
The National Regulator for Compulsory Specifications administers compulsory specifications covering electrical and electronic goods, certain automotive components, gas appliances and some building materials. Any import that falls under one of these requires a Letter of Authority issued after registration and testing at an accredited laboratory: an agreement between the South African Revenue Service and the NRCS blocks customs clearance without it.
According to several compliance firms and an NRCS fee schedule found for electrotechnical products, application fees range from 1 735 to 3 470 rand depending on the specification, with a figure of 2 150 rand also cited for other categories; the stated processing time is 120 days, sometimes under 60 days, and the Letter of Authority remains valid for three years, renewable for two years. These amounts vary by category and should be confirmed with the NRCS before production. The South African Bureau of Standards, the national standards body, develops the SANS standards that most compulsory specifications refer to.

Prohibited goods, ITAC permits and exchange controls
The South African Revenue Service publishes a consolidated list of prohibited and restricted goods, updated on 10 September 2026, covering counterfeit products among others, drawing on partner departments including agriculture, the NRCS and the Reserve Bank. ITAC also issues annual permits, valid for the calendar year and the declared goods, notably for second-hand goods, which heavily restricts most used equipment.
A health certificate is required for poultry, beef, pork, hides and skins, animal hair and honey. Permits are required for waste under the Basel Convention, fish, petroleum products, firearms, gambling equipment and radio equipment. On the payment side, transfers to a Chinese supplier go through an authorised dealer bank under the exchange controls of the South African Reserve Bank; pay from the company's business account, never a personal account, and verify any change of banking details received by email with a direct phone call.

Ports, sea and air routes, recommended Incoterms
Durban handles the bulk of containerised freight and remains the busiest port in sub-Saharan Africa; a twenty-five year agreement signed in December 2025 between Transnet and operator ICTSI covers the Pier 2 terminal, raising capacity from 2 to 2.8 million twenty-foot equivalent units a year. Cape Town and Port Elizabeth receive an additional share of traffic from Asia.
From southern China, freight most often leaves Shenzhen, Guangzhou or Yantian; according to several freight forwarders, sea transit to Durban commonly runs between 22 and 35 days depending on the line, a rough guide to reconfirm at booking rather than a guaranteed time. Air freight is reserved for urgent or lightweight shipments. Free on Board (FOB) suits buyers who arrange transport themselves; Cost, Insurance and Freight (CIF) suits those using an intermediary up to the port. Delivered Duty Paid (DDP) remains inadvisable unless the Chinese seller is itself registered as a customs declarant on the ground.
