
Importing from China to Albania: customs, VAT and CE marking in 2026
Importing from China to Albania plays out on particular ground: a country that is an EU candidate and has already liberalised trade with the Union, Turkey and EFTA, yet still sets its own tariff against China, with no bilateral agreement. This article brings together, with sources, what an Albanian importer needs to know before ordering from China, as of 7 October 2026.
What Albania imports from China: volume and niches
Albanian imports from China reached 1.05 billion dollars in 2024 according to the United Nations Comtrade database, making China the country's second largest supplier behind Italy, with 10.9% of total imports (UN Comtrade via tradingeconomics.com, consulted on 7 October 2026). The most frequently cited categories: machinery and mechanical equipment, electronics and appliances, vehicles and spare parts, furniture (same source).
Bilateral trade passed the one billion dollar mark for the first time in 2024, up around 29% in the first quarter of 2025 (CGTN, 24 May 2025, consulted on 7 October 2026). On the export side, Albanian ores sent to China, chromium from the Bulqizë region foremost, account for around 40% of the total, without Chinese investment in local processing yet matching that flow (same source).
Albania and China: trade agreements and EU candidate status
Albania has built its trade regime around four preferential agreements: the Stabilisation and Association Agreement with the EU, in interim application since December 2006, with 0% duty on Albanian industrial products entering the EU; CEFTA, signed in December 2006 with Montenegro, Kosovo, Serbia, Bosnia and Herzegovina, North Macedonia and Moldova, fully liberalised since 2014; an agreement with Turkey since 2008; and an agreement with EFTA since 2010-2011 (dogana.gov.al, Free Trade Agreements, consulted on 7 October 2026). No free trade agreement with China was found in these sources or in the US official trade guide on Albania (trade.gov, Trade Agreements, consulted on 7 October 2026): Chinese imports are therefore still treated under the standard tariff, with no preference.
Albania has been an EU candidate country since 24 June 2014. Negotiations formally began on 19 July 2022, the country was decoupled from North Macedonia on 25 September 2024, and the first cluster was opened on 15 October 2024. By August 2026, 30 of the 33 chapters had been opened, for a progress rate of 9.1%, with European Commissioner Marta Kos suggesting a possible conclusion by the end of 2027 (Wikipedia, article Accession of Albania to the European Union, consulted on 7 October 2026). This status changes nothing in the duties currently levied on a Chinese import, but it is pushing Albania to progressively align its standards with the EU acquis.

Customs duties and import VAT: full calculation
The Albanian customs tariff applies duties of 0 to 15% depending on the tariff line, with import VAT at 20% of the CIF value plus duties (trade.gov, Market Overview, consulted on 7 October 2026). Several freight forwarders break this tariff down into six bands, 0, 2, 5, 6.5, 10 and 15%, with raw materials staying close to 0% and finished consumer goods, electronics and textiles sitting more between 10 and 15% (rateships.com, Shipping to Albania, consulted on 7 October 2026): to be reconfirmed against your product's exact HS code before costing a price.
Example on a CIF value of 10,000 dollars, at the median rate of 10%: customs duty of 1,000 dollars, VAT base of 11,000 dollars, 20% VAT of 2,200 dollars, total levies of 3,200 dollars. Scanning fees are added on top, 22 euros above a declared value of 1,000 euros and 5 euros below (trade.gov, Import Tariff, consulted on 7 October 2026).

Required documents and the steps of customs clearance
An import brings together the commercial invoice, the packing list, the transport document, bill of lading, air waybill or CMR, the importer's VAT number, and, for regulated products, an import licence (trade.gov, Import Requirements and Documentation, consulted on 7 October 2026). The customs administration processes declarations through the ASYCUDA World electronic system, which centralises customs value, tariff code and country of origin (same source).
A certificate of origin only benefits products covered by a preferential agreement, EUR.1 for the EU, EFTA or Turkey, and EUR.1 CEFTA for the six neighbouring markets; a Chinese import does not benefit from this and follows the standard tariff. Certain products also require a licence: insecticides and pesticides, pharmaceutical products, and strategically controlled items, weapons, ammunition and dual-use goods (trade.gov, Prohibited and Restricted Items, consulted on 7 October 2026).

Standards and CE marking: a gradual, not yet complete, alignment
Albania has not created a competing national conformity mark: its legislation already allows manufacturers to affix CE marking for placing goods on the Albanian market, and the country has reached a high level of alignment of its standardisation with the EU acquis, driven by the national body, the GDS. This alignment nonetheless remains sector by sector: medical devices and telecommunications already largely follow the European regime, while building materials remain under a separate national framework, with CE marking only becoming compulsory there once the country formally accedes (cna.al, consulted on 7 October 2026). CE equivalence should therefore be checked product family by product family.
No body requires a pre-shipment inspection for a standard import: quality control remains a commercial precaution, at the importer's expense.

The port of Durres, routes from southern China and recommended Incoterms
Durres remains Albania's leading port and the benchmark entry point for freight from Asia, with 196,507 TEU and 7.35 million tonnes handled in 2024, both volumes rising, on quays with a draught of 11.2 metres (Wikipedia, article Port of Durrës, consulted on 7 October 2026). From southern China, freight most often transits via a Mediterranean hub, Gioia Tauro in Italy or Piraeus in Greece, before a final leg to Durres; several freight forwarders quote 25 to 32 days from Shanghai or Shenzhen, and 21 to 30 days from Ningbo, to be reconfirmed at the time of booking (sino-shipping.com and dantful.com, consulted on 7 October 2026).
FOB ex southern China remains the clearest Incoterm for a first order. CIF or CFR suit cases where an intermediary already organises freight to Durres. DDP remains inadvisable unless the Chinese supplier is itself registered as a customs declarant in Albania.

Payment, the steps of an order, and what Sorva does for a client in Albania
