Algeria, the fourth largest economy in Africa with about forty four million people, draws close to 95% of its export revenue from hydrocarbons, which leaves the domestic market dependent on imports for equipment and everyday consumer goods. China holds a leading position among foreign suppliers: the volumes the United States exports to Algeria amount to only about 20% of the volumes China exports to that same market.

Trade relations and customs framework with China
Algeria is not a member of the World Trade Organization: its customs tariff is set unilaterally, with no list of bound tariff commitments. The country has also ratified an association agreement with the European Union in September 2005, joined the Greater Arab Free Trade Area in 2009 and ratified the African Continental Free Trade Area in 2019, three agreements unrelated to China.
Official sources consulted at the time of writing, 27 September 2026, do not identify a bilateral free trade agreement between Algeria and China. Chinese goods therefore pay the same customs tariff as goods from any other country with no preferential agreement with Algeria, with no advantage or penalty tied to their origin.

Customs duties and import taxes: a worked example
Algerian customs duty ranges from 0% to 30% depending on the product, calculated on the CIF value. Since January 2019, a provisional additional safeguard duty, the DAPS, adds a surtax of 30% to 200% on 1,095 tariff lines; most processed and high value added food products are taxed at 60% under it, while staple goods such as soybeans, wheat or dairy products are excluded. On top of these levies comes VAT of 7% to 19% depending on the category. Mandatory documents and customs clearance
The customs clearance file brings together an invoice with bank domiciliation, a copy of the trade register, a copy of the tax card, a border control document, proof of origin, a detailed packing list, a conformity certificate from an independent third party, plus a mandate for a licensed customs broker. The declaration is filed in writing and signed within twenty one days of the documents being registered.
Some categories require authorization before customs clearance: the Ministry of Health for medical products, the Ministry of Defense and national security services for hunting weapons, the ministry in charge of information and culture for books and periodicals. A conformity visa from the Ministry of Commerce is added to the file, and timelines can run from several weeks to several months. No local agent is legally required, but the amount of paperwork makes it a practical choice.

Standards, certification and pre-shipment inspection
The Algerian Institute of Standardization, IANOR, created by executive decree 98-69, develops Algerian standards and issues conformity certificates and quality marks. The Algerian Accreditation Body, ALGERAC, under the Ministry of Industry, is the country's sole national accreditation body and had certified around a hundred bodies since 2009. Where no Algerian standard exists, the country applies ISO standards.
The conformity and quality certificate required for customs clearance comes from an independent third party; its exact costs and timelines are not published and should be confirmed with the chosen body or freight forwarder. Cosmetics and hygiene products require an ingredient declaration and a laboratory toxicological test. Products that are banned or require a licence
Algeria bans the import of firearms and explosives, narcotics, around 350 pharmaceutical products whose list has not changed since 2015, certain medical equipment, all used equipment, genetically modified seeds and pork-based products. The pharmaceutical ban targets generics for which a local manufacturer offers an equivalent, in force since 1 January 2009, and does not apply to patent-protected medicines. Food products must retain at least 80% of their shelf life on arrival and, for the most part, comply with the Codex Alimentarius.
