Importing from China to South Africa: customs, NRCS and costs in 2026

Importing from China to South Africa means mastering three areas: the common external tariff of the Southern African Customs Union, the NRCS Letter of Authority that governs customs clearance for many products, and VAT calculated on a base wider than the customs value alone. This article brings together, with sources, the rates, documents and timelines that matter to a South African importer, as of 27 September 2026.

What South Africa imports from China: the growth niches

Trade between the two countries reached around USD 53.7 billion in 2025, according to Chinese customs data compiled by specialist observers, with South Africa remaining China's leading African trading partner. South African exports to China stood at USD 13.6 billion, dominated by minerals; the exact balance with Chinese exports remains unclear based on the sources consulted. A handful of product families account for most of the inbound flows.

  • Consumer electronics and household appliances, largely subject to an NRCS Letter of Authority
  • Vehicles and spare parts, carrying one of the highest sectoral duty rates in the tariff schedule
  • Solar equipment and energy storage systems, driven by recurring power cuts on the Eskom grid
  • Textiles, footwear and household goods, topping the containerised volumes arriving in Durban

Trade and customs relations between South Africa and China

South Africa does not import alone: it belongs to the Southern African Customs Union, alongside Botswana, Eswatini, Lesotho and Namibia, which applies an identical common external tariff across all five countries. No free trade agreement between this union and China was identified in the sources consulted; trade remains governed by most favoured nation status at the World Trade Organization, and shared BRICS membership carries no tariff reduction.

Customs clearance falls under the South African Revenue Service, which administers the Customs and Excise Act of 1964 and requires an importer code before any first transaction. Customs value is determined under the GATT valuation code, the first of its six methods being the transaction value invoiced by the Chinese supplier.

Customs duties and import VAT: how they are calculated

South Africa's average applied tariff stood at 7.5% in 2024, with 7.4% on non-agricultural goods and 8.5% on agricultural goods. This figure masks wide disparities across a tariff schedule of around 90 000 lines: finished clothing at 40%, fabrics at 22%, yarns at 15%, fibres at 7.5%, light vehicles at 25% until 2035, and original equipment automotive components at 20%. Always check the exact tariff heading before any quote.

Import VAT, at the standard rate of 15% since 1 May 2025, applies to an inflated base: the customs value plus a flat 10% addition for freight and insurance not included in a free-on-board value, plus non-refundable duties. Example on 100 000 rand of finished clothing free on board: duty at 40%, i.e. 40 000 rand; VAT base of 150 000 rand (100 000 plus a 10 000 mark-up plus 40 000 duty); VAT at 15%, i.e. 22 500 rand. Combined duty and VAT reach 62 500 rand, or 62.5% of the initial value. An additional ad valorem tax of 10%, reduced to 5% for office machines and motorcycles, applies to certain separately listed goods.

Mandatory documents to clear an import through customs

The South African Revenue Service requires specific documents at declaration, describing the goods so duties can be calculated: one negotiable and two non-negotiable copies of the bill of lading, four copies of the commercial invoice, and three copies of the packing list.

  • Importer code obtained from the South African Revenue Service before the first transaction
  • Bill of lading or air waybill, detailed commercial invoice, packing list
  • DA59 declaration of origin form to claim a preferential rate or for goods subject to anti-dumping or countervailing duty
  • Insurance certificate for any shipment by sea
  • Import permit obtained before shipment for the restricted goods concerned

Standards, the NRCS Letter of Authority, SABS and inspections

The National Regulator for Compulsory Specifications administers compulsory specifications covering electrical and electronic goods, certain automotive components, gas appliances and some building materials. Any import that falls under one of these requires a Letter of Authority issued after registration and testing at an accredited laboratory: an agreement between the South African Revenue Service and the NRCS blocks customs clearance without it.

According to several compliance firms and an NRCS fee schedule found for electrotechnical products, application fees range from 1 735 to 3 470 rand depending on the specification, with a figure of 2 150 rand also cited for other categories; the stated processing time is 120 days, sometimes under 60 days, and the Letter of Authority remains valid for three years, renewable for two years. These amounts vary by category and should be confirmed with the NRCS before production. The South African Bureau of Standards, the national standards body, develops the SANS standards that most compulsory specifications refer to.

Prohibited goods, ITAC permits and exchange controls

The South African Revenue Service publishes a consolidated list of prohibited and restricted goods, updated on 10 September 2026, covering counterfeit products among others, drawing on partner departments including agriculture, the NRCS and the Reserve Bank. ITAC also issues annual permits, valid for the calendar year and the declared goods, notably for second-hand goods, which heavily restricts most used equipment.

A health certificate is required for poultry, beef, pork, hides and skins, animal hair and honey. Permits are required for waste under the Basel Convention, fish, petroleum products, firearms, gambling equipment and radio equipment. On the payment side, transfers to a Chinese supplier go through an authorised dealer bank under the exchange controls of the South African Reserve Bank; pay from the company's business account, never a personal account, and verify any change of banking details received by email with a direct phone call.

Ports, sea and air routes, recommended Incoterms

Durban handles the bulk of containerised freight and remains the busiest port in sub-Saharan Africa; a twenty-five year agreement signed in December 2025 between Transnet and operator ICTSI covers the Pier 2 terminal, raising capacity from 2 to 2.8 million twenty-foot equivalent units a year. Cape Town and Port Elizabeth receive an additional share of traffic from Asia.

From southern China, freight most often leaves Shenzhen, Guangzhou or Yantian; according to several freight forwarders, sea transit to Durban commonly runs between 22 and 35 days depending on the line, a rough guide to reconfirm at booking rather than a guaranteed time. Air freight is reserved for urgent or lightweight shipments. Free on Board (FOB) suits buyers who arrange transport themselves; Cost, Insurance and Freight (CIF) suits those using an intermediary up to the port. Delivered Duty Paid (DDP) remains inadvisable unless the Chinese seller is itself registered as a customs declarant on the ground.

Steps in an order, and what Sorva does for you

A first order follows a precise sequence: specifications, factory verification, an approved sample, a proforma invoice with the chosen Incoterm, an NRCS Letter of Authority application launched if the product requires one, production follow-up, pre-shipment inspection, shipping documents, freight to Durban, then customs clearance by the client or their local clearing agent once the importer code is in place.

Sorva is a sourcing and trading house based in Guangzhou's Tianhe district, backed by a Chinese subsidiary whose business scope covers purchasing, resale and export of goods, and by a parent company in France. The Chinese-speaking team finds and verifies factories, arranges visits and samples, negotiates, has quality checked before loading and arranges freight to the chosen South African port, while gathering the documents needed for the NRCS file. Sorva never acts as the official importer of record in South Africa and does not clear customs locally. NRCS support is quoted on request.

Какво трябва да запомните

Remember that in South Africa, the NRCS Letter of Authority application should start at the beginning of production, not at loading, and that 15% VAT is calculated on a base already increased by customs duty and a flat freight charge. First step: check the product's tariff heading and whether it falls under a compulsory specification before signing the proforma.

Често задавани въпроси

01What customs duties apply when importing from China to South Africa?
The average tariff stood at 7.5% in 2024, but the actual rate depends on the tariff heading: 40% on finished clothing, 25% on light vehicles, 20% on original equipment automotive components, 7.5% on certain fibres. Check the exact tariff heading before any quote.
02What is the import VAT rate in South Africa?
15% since 1 May 2025, but not on the customs value alone: the base includes a flat 10% mark-up for freight and insurance, plus non-refundable duties. VAT is therefore calculated after duty, not alongside it.
03What is the NRCS Letter of Authority?
An authorisation from the National Regulator for Compulsory Specifications, mandatory for products covered by a compulsory specification, notably electrical and electronic goods and certain automotive components. Without it, the South African Revenue Service blocks customs clearance.
04What documents are needed to clear goods from China through customs?
An importer code from the South African Revenue Service, a bill of lading, a detailed commercial invoice, a packing list, a marine insurance certificate, and, for the products concerned, the NRCS Letter of Authority or an ITAC permit.
05Which products are prohibited or require a permit on import?
Counterfeit products are prohibited. Most second-hand goods, waste, fish, petroleum products, firearms, gambling equipment and radio equipment require an ITAC permit. Poultry, beef, pork and honey require a health certificate.
06Is there a free trade agreement between South Africa and China?
None was identified in the sources consulted. South Africa imports under the common external tariff of the Southern African Customs Union and under World Trade Organization most favoured nation status with respect to China.
07Which port should you choose for an import from southern China?
Durban remains the default choice, the busiest port in sub-Saharan Africa, with Pier 2 terminal capacity raised to 2.8 million containers a year after the Transnet-ICTSI agreement of December 2025. Cape Town and Port Elizabeth receive an additional share of the traffic.
08Can Sorva clear my goods through customs on arrival in South Africa?
No. Sorva organises sourcing, quality control and freight to the South African port, but customs clearance remains in the hands of the client or their local clearing agent, the only party authorised to act as the official importer.
