Checking the real condition of a used machine before you pay

An hour meter works like a car's odometer: it can be tampered with, and a reading far lower than the visible wear on the seat or the controls should raise a flag. The nameplate, the chassis serial number and the engine serial number must match each other and match the seller's documents.

A serious inspection goes beyond a photo of a stationary machine: a load test, hydraulic pressure, cracks or repair welds, remaining track wear, cylinder seal condition. A seller who refuses this inspection or pushes for a quick payment is sending a warning worth taking seriously.

Ask for the maintenance log, the original manual and, if it exists, a record of servicing by an authorised workshop rather than an independent mechanic: their complete absence is one more negative indicator.

Certifications and compliance: what changes by destination

Construction equipment does not carry CE marking outside the European Union, and most pre-shipment certification schemes in Africa and the Gulf mainly target electronics or road vehicles, not excavators. In Nigeria, SONCAP explicitly exempts used goods other than vehicles, which generally covers a used machine; a new machine must be checked case by case with the Standards Organisation of Nigeria.

In South Africa, ITAC publishes an import control programme every year and can require a permit for most used goods not manufactured locally, including construction equipment, to be obtained before shipment; its period of validity should be confirmed directly with ITAC. In the United Arab Emirates, the importer must hold a commercial licence from the emirate's Department of Economic Development (or a free zone licence) and present an exporter's invoice and a certificate of origin endorsed by a chamber of commerce.

In Saudi Arabia, a container palletisation rule that took effect on 8 May 2025, with a phased rollout over twelve months, explicitly exempts heavy machinery and out-of-gauge cargo; the categories specifically covered by the SABER platform should be checked with SASO before preparing any file. In Peru, the free trade agreement with China, signed on 28 April 2009 and in force since 1 March 2010, grants duty exemption on a large share of trade under a certificate of origin; Peru's restrictions on used goods target vehicles over five years old and buses and trucks over two years old, not construction equipment as such.

In Colombia, capital goods not produced locally enter with a duty of 0 to 5%, even without a free trade agreement with China. In Brazil, every importer registers with SECEX via Siscomex; in the absence of an official text confirming a stricter regime for used goods, this point should still be checked with a Brazilian customs broker before purchase.

Marking, nameplate and documents to gather

The nameplate remains the reference document: model, serial number or PIN, year of manufacture, operating weight, engine power. This information determines the tariff classification used by customs, under chapter 84 of the Harmonised System, which covers excavators, loaders, bulldozers and cranes under separate headings: the exact heading should be confirmed with a local customs broker, never from a figure found online.

The packing list shows the gross weight, the dimensions and, for a disassembled machine, the breakdown of separate packages (counterweight, boom, bucket). The bill of lading must remain consistent with the invoice and the nameplate: a discrepancy almost always delays customs clearance.

A wheel loader or a small excavator that can drive under its own power often ships RoRo (roll-on roll-off), the most economical option when the port has that service. A tracked excavator or a bulldozer too wide for a container ships as heavy lift cargo on a flat rack or as conventional break-bulk.

A mobile or tower crane almost always exceeds container dimensions: it travels disassembled, with the boom and counterweight separated from the chassis, and is reassembled on arrival. Before booking freight, check that the port has a quay crane able to handle the machine's weight: several secondary ports in Africa or Latin America cap their capacity well below the major regional hubs.

An emptied fuel tank and a disconnected battery before loading remain standard safety practice. Dedicated out-of-gauge cargo insurance, separate from a standard containerised policy, is recommended given the unit value of the machine.

Spare parts and remote after-sales service

Parts availability should be checked before the purchase, not after the first breakdown. Major Chinese manufacturers are building networks of authorised distributors in Africa and the Middle East, but this coverage remains uneven: a distributor present in one country is not necessarily present in its neighbour, which should be confirmed with the manufacturer.

Engines and hydraulic pumps from international brands (Cummins, Yanmar, Kawasaki, Rexroth) are easier to source than proprietary components.
