Importing from China to Moldova: Customs, VAT and Transit 2026

Moldova has no trade agreement with China: every Chinese good pays the WTO's most favoured nation tariff, 20% VAT on entry, and almost always transits through a third country port before reaching Chișinău. This article gathers, backed by official sources, the rates, documents and steps useful to a Moldovan importer, as of September 27, 2026.

What Moldova imports from China and why the route goes through Romania

Moldova is a landlocked country between Romania and Ukraine, with 2.4 million inhabitants (Country Commercial Guide Moldova, trade.gov, April 24, 2026). In 2024, it imported 9.1 billion dollars against 3.5 billion in exports, a deficit covered mainly by energy, gas, petroleum products, machinery, vehicles and chemicals (same source). The EU absorbs more than 65% of Moldovan exports; China does not appear on any official list of preferred partners found during this research.

The WTO tariff profile details the structure of Moldovan imports by category for 2024: electrical and electronic machinery and equipment 11.4% of import value, minerals and metals 14.1%, mechanical and computer machinery 7.2%, transport equipment 9.0%, furniture and wood 4.4%, textiles 3.6%, clothing 2.3% (WTO, World Tariff Profiles 2026, 2024 data, wto.org, accessed September 27, 2026). These categories, where China ranks among the world's largest suppliers, mark out the most active niches for a Moldovan buyer sourcing in South China.

Trade and customs relations between Moldova and China

Moldova has been a WTO member since 2001 and has signed free trade agreements with 47 partners: the Commonwealth of Independent States, the CEFTA zone, the European Union, Türkiye, the European Free Trade Association (trade.gov, May 28, 2026). China appears on none of these lists: its goods therefore pay the most favoured nation tariff filed with the WTO, the same as goods from the United States or Brazil.

The free trade area with the EU, in effect since July 2016, removes duties on goods originating in the EU or Moldova (European Commission, DG Trade; PwC Tax Summaries, accessed September 27, 2026); it changes nothing for goods bought in China. In Moldova, an anti-dumping or safeguard measure can target a specific tariff line, unrelated to the US tariffs on China, very unstable in 2026, as already seen with sugar (trade.gov, April 27, 2026).

Customs duties and import VAT: rates and calculation method

Moldova's customs tariff applies ad valorem duties ranging from 0% to 7% of the import value, for a trade weighted average of 4.1% across all products, 2.8% for manufactured goods and 12.2% for agricultural goods; about half of tariff lines are duty free (trade.gov, April 27, 2026). The WTO, using 2025 data, puts the simple average applied rate at 5.4% for all products and 4.3% for non-agricultural products, and the weighted average at 4.7% and 3.1% (World Tariff Profiles 2026, wto.org, accessed September 27, 2026).

Import VAT applies the standard rate of 20%, with a reduced rate of 8% on a list including bread, certain dairy and agricultural products, distributed natural gas and biofuels (PwC Tax Summaries, Moldova page, accessed September 27, 2026). It is paid at customs clearance on the customs value plus duties, a base to confirm with your freight forwarder; excise duties and, occasionally, anti-dumping or safeguard duties may also apply.

Example on a batch of electronic devices with a customs value of 10,000 dollars: at the average duty of 5.4% reported by the WTO for 2025, that is 540 dollars, plus 20% VAT on 10,540 dollars, that is 2,108 dollars, for a total due of about 2,648 dollars before freight. The exact rate depends on the Harmonized System code used.

Mandatory documents and customs clearance steps

The declaration is filed electronically, at least one hour before the border, or in writing within twenty two hours of entry; one declaration per commercial invoice, accompanied by the transport document and, where applicable, a permit or a product specific license (trade.gov, April 27, 2026).

Access to the system requires an electronic signature from the Special Telecommunications Center. Duties are paid before the declaration is filed, or within ten days under guarantee. A qualified operator can apply for Authorized Economic Operator status, mutually recognized with the EU: simplified clearance, priority processing, thirty day deferred payment under bank guarantee (trade.gov, April 27, 2026).

Moldova is a party to the Convention on a Common Transit Procedure, alongside the EU, the United Kingdom, Türkiye and Ukraine (Wikipedia, Common Transit Convention article, accessed September 27, 2026: secondary source, accession date to confirm). Goods landed at an EU port can thus move to the Moldovan border under a single transit declaration, via the NCTS system.

Standards, certifications and prohibited or licensed products

A new Customs Code came into force on January 1, 2024, bringing Moldovan procedures closer to EU practice (trade.gov, April 27, 2026). Moldova's general product safety law prohibits placing a dangerous product on the market, regardless of its origin.

Items subject to licensing include: strategic goods and weapons, ammunition and dual use goods, radioactive and toxic substances, certain food products, ethyl alcohol, tobacco, petroleum products; animals and animal origin products follow sanitary restrictions aligned with the EU (trade.gov, April 27, 2026). We found no Moldovan marking standard as precise as the CE mark: Moldova is gradually transposing the EU's technical acquis (European Commission, DG Trade, accessed September 27, 2026), with each category keeping its own rules, to be checked on trade.gov.md or customs.gov.md.

Ports, routes from South China and recommended incoterms

Moldova has only one maritime access point, the Giurgiulești international free port, at kilometer 133 of the Danube, at its confluence with the Prut (Wikipedia, Port of Giurgiulești article, accessed September 27, 2026: secondary source, current capacity and figures to confirm with the port authority). Its container capacity remains modest; most Chinese freight instead lands at a major Black Sea or Northern European port, most often Constanța in Romania, with no official statistics available, before reaching Chișinău by road or rail under the common transit regime.

FOB from South China remains the safest incoterm for a first order; DDP is not advisable unless the Chinese supplier is itself an importer in Moldova.

Payment, currency and steps of a first order

Standard practice with Chinese suppliers is a deposit on order followed by a balance before shipment, paid exclusively to the Chinese company's business account, never a personal account. A change of bank details received by email should always be verified by phone before any transfer: this fraud remains common in sourcing. A contract in dollars or euros exposes you to the exchange rate of the leu, the currency managed by the National Bank of Moldova.

A first order follows a precise sequence: specifications, supplier verification, approved sample, proforma invoice with incoterm, Harmonized System code classification and license check, production monitoring, quality control before loading, freight to the chosen port, transit to the Moldovan border, then the customs declaration along with payment of duties, VAT and, where applicable, excise.
