
Importing from China to Zimbabwe: customs, CBCA and costs in 2026
Importing from China to Zimbabwe means managing three things at once: a surtax added to customs duty on many lines, a pre-shipment CBCA inspection that determines customs clearance, and transport routed through the port of Beira or that of Durban via the Beitbridge border post. This article brings together, with sources, the rates, documents and lead times that matter to a Zimbabwean importer, as of 7 October 2026.
What Zimbabwe imports from China: niches and corridors
Zimbabwe imported around 1.33 billion dollars worth of Chinese goods in 2024, according to the United Nations Comtrade database: machinery and mechanical appliances lead with 342.19 million, followed by electrical and electronic equipment at 243.75 million, vehicles at 122.45 million, cast iron and steel articles at 97.91 million, and iron and steel at 68.50 million.
With no coastline, the country receives its freight via the Beira corridor, in Mozambique, or the Durban corridor, in South Africa, through the Beitbridge border post.

Zimbabwe and China: trade and customs relations
Zimbabwe has been a COMESA member since 1981 and a member of the SADC free trade area since it was set up in 2008, two frameworks that allow duty-free circulation between member countries for goods originating there. China belongs to neither: Chinese goods therefore pay the full Zimbabwean customs tariff, calculated using the GATT valuation method, with no bilateral reduction identified in our sources.
Since 1 May 2026, China has in turn granted duty-free access to 53 African countries with which it has diplomatic relations, including Zimbabwe. This arrangement benefits Zimbabwean exports to China; it changes nothing in the duties Zimbabwe levies on what it imports.

Customs duties, surtax and import VAT
Zimbabwe applies higher duties on finished goods than on raw materials and intermediate goods, to protect local industry, according to the Customs Tariff Handbook published by the government. Certain essential goods, basic medicines and agricultural inputs not available locally, enter duty-free; most finished goods, notably processed food, furniture and textiles, also carry a surtax on top of customs duty, which varies by tariff line.
Import VAT, according to the Zimbabwe Revenue Authority, ZIMRA, stands at the standard rate of 15.5% since 1 January 2026, up from 15% previously. It is calculated on the customs value plus duty and surtax, never on the invoiced value alone. The precise tariff line should be checked on ZIMRA's E-Tariff Tool before any quotation.

CBCA: the pre-shipment inspection that determines customs clearance
The Consignment Based Conformity Assessment, the CBCA, established by Statutory Instrument SI124 of 2020 and administered by the Standards Association of Zimbabwe, the SAZ, requires a conformity inspection before loading for the goods concerned. Without a valid pre-shipment certificate, goods arriving at the port undergo a destination inspection instead, which is slower and more costly.
On procedure, the Chinese exporter or their agent creates a file on the SAZ portal with the invoice, transport document and HS codes for the products, settles the quotation in US dollars, and an inspector is then assigned. The SAZ states it issues the certificate of conformity or non-conformity within 48 to 72 hours of payment being confirmed, sometimes the same day. Check whether your product falls under the CBCA before production begins: a missing certificate on arrival blocks customs clearance.

Documents required to clear an import
ZIMRA requires, for any commercial import, a Bill of Entry, form 21, filed on the ASYCUDA World electronic system, together with supporting documents. The review results in a delivery order, with physical inspection if necessary.

Prohibited products or products subject to licence
According to the US International Trade Administration, Zimbabwe allows the import of most goods for personal use without a licence, but reserves specific licences for certain products, and applies partial restrictions on several meat products for health reasons or to protect the local market.
As is common in the region, separate permit schemes also apply to firearms, through the police, protected species under the CITES convention, and medicines and pharmaceutical products; these are not exhaustively detailed in the official sources consulted, so should be reconfirmed with ZIMRA before any sensitive shipment.

The Beira and Durban corridors, the Beitbridge crossing, recommended Incoterms
With no access to the sea, Zimbabwe receives its freight via two corridors. To the east, the Mozambican port of Beira, the country's second-largest port with an access channel around 31 kilometres long, serves Zimbabwe via the Beira-Bulawayo railway and the Trans-African Highway 9. To the south, freight transits through the port of Durban and then by road to the Beitbridge border post, described as the busiest road border crossing in southern Africa, 463 kilometres from Pretoria and 521 from Johannesburg on the South African side, 321 kilometres from Bulawayo on the Zimbabwean side.
From southern China, freight most often leaves from Guangzhou, Shenzhen or Yantian; no single verifiable transit time to Beira or Durban was found, to be requested from your freight forwarder. Free on board suits cases where the buyer organises transport; cost, insurance and freight where an intermediary handles it as far as the port. Delivered duty paid remains inadvisable unless the Chinese seller is itself a customs declarant on the ground.

Payment, ZiG and the dollar, the steps of an order, and what Sorva does for you
Zimbabwe runs a multi-currency system: the ZiG, the Zimbabwe Gold, circulates alongside the US dollar, with the Reserve Bank of Zimbabwe publishing a daily reference rate, 26.7051 ZiG to the dollar on 7 October 2026. On payment to a Chinese supplier, standard practice remains a deposit followed by a balance before shipment, paid into the company's business account, never a personal account, with any change of bank details received by email checked by a direct phone call.
