Importing from China to Djibouti: Customs, TIC and VAT 2026

Importing from China to Djibouti means understanding a distinctive tax regime: no classic customs duty, but a consumption tax and a VAT that stack on top of each other, plus a unique position as a transit port for neighbouring Ethiopia. This article gathers, with sources, the rates, documents and timelines that matter to an importer based in Djibouti, as of 27 September 2026.

What Djibouti imports from China: niches and the regional hub role

China is Djibouti's leading source of imports and its second export destination, according to a June 2025 report from the research service of the US Congress. We did not find a verifiable 2023 bilateral trade figure from an official or primary source, so we leave it out.

This position mainly reflects Djibouti's role as a hub: it is the maritime gateway for Ethiopia, a landlocked country of more than 100 million people. At least 90% of Ethiopia's foreign trade passes through Djibouti, a flow made easier since 2018 by the electric Addis Ababa to Djibouti railway, which cuts freight transit from over three days to under twenty hours.

The DIFTZ international free trade zone, under construction since 2016 across 4,800 hectares with an announced 3.5 billion dollars in investment, adds a second gateway with its own customs regime, to be checked case by case with the Djibouti Ports & Free Zones Authority.

Djibouti and China: trade relations, COMESA and LDC status

Djibouti belongs to the COMESA free trade area, but our sources found no bilateral free trade agreement with China that would lower the duties charged on entry into Djibouti.

The reverse flow does exist: Djibouti, a country the UN recognises as least developed and one with diplomatic ties to China, falls under the Chinese zero tariff scheme applied since 1 December 2024 to such countries, extended on 1 May 2026 to all African countries with diplomatic ties to Beijing, except Eswatini. This scheme eases Djiboutian exports to China, with no effect on the duties Djibouti charges on entry.

Chinese investment remains high, per that US Congress report: a subsidiary of China Merchants Group acquired a 23.5% stake in the port of Djibouti in 2013, the separate Doraleh multipurpose port project, launched in 2015, mobilised about 590 million dollars, and China's Eximbank financed roughly 1.2 billion dollars for the railway to Ethiopia and a 374 km water pipeline.

Customs duties and import taxes: how to calculate them

Djibouti does not apply a classic customs duty on most imports, as a member of the COMESA free trade area: the main levy is the TIC, an ad valorem domestic consumption tax that also hits locally made goods, topped up by VAT. This point needs reconfirming line by line with the Directorate General of Customs: a WTO review mentioned discussion of a COMESA common external tariff, but that document dates from around 2005, with no update found since.

The TIC has three ad valorem bands: 8% for essential goods, 20% for intermediate goods, 33% for luxury goods. VAT then applies at 10%, in force since 2009. Surtaxes are added on certain categories: 160 francs per kilo or 54% ad valorem on dairy products and fruit juices, 561 francs per kilo on tobacco, 100 francs per litre on wine, 160% on champagne, 4,700 francs per litre of pure alcohol.

Example for goods in the 20% intermediate band, CIF value of 10,000 dollars: TIC of 2,000 dollars, VAT base raised to 12,000 dollars, VAT at 10%, i.e. 1,200 dollars, total 3,200 dollars, or 32% of the CIF value. A common method in the region, to be confirmed by tariff heading; the investment code and diplomatic staff benefit from TIC exemptions.

Mandatory documents to clear an import through customs

The standard file brings together a declaration specific to the type of goods, its tariff heading, the transport document, the original bill of lading or air waybill, the commercial invoice, an insurance policy and the delivery order from the shipping agency, along with a copy of the ID of the legal representative for the operation.

The process follows a fixed sequence: declaration by the shipping agency, receipt at the port, customs inspection, then payment of taxes to the National Treasury before release. Some categories require an additional authorisation, detailed below.

Special authorisations and prohibited goods

We found no general pre-shipment conformity inspection programme for Djibouti of the kind seen in other East African countries: most ordinary goods do not require systematic inspection. Several categories, however, require their own authorisation, detailed below.

Drugs and psychotropic substances, counterfeit goods, and any goods bearing a mark that could wrongly suggest a Djiboutian origin are formally prohibited.

  • Weapons and ammunition: approval from the Ministry of the Interior
  • Radio equipment: approval from the ministry in charge of communications
  • Medicines: visa from the Ministry of Health
  • Food products: phytosanitary certificate of origin and LANAA analysis
  • Prohibited: drugs and psychotropic substances, counterfeits, false Djiboutian origin

Port of Doraleh, routes from southern China and recommended incoterms

The Doraleh container terminal passed the one million TEU mark in 2024, handling 1,236,769 TEU, and its annual capacity now reaches 2 million TEU after ten new gantry cranes arrived in 2025, up from 1.6 million before. Roughly half of that traffic is transhipment, confirming Doraleh's regional role beyond the Djiboutian market alone.

From southern China, containerised freight most often loads at Guangzhou, Shenzhen or Yantian, routed via the Suez Canal or, depending on the period, around the Cape of Good Hope; we did not find a verifiable transit time, so ask your freight forwarder. Air freight remains reserved for urgent shipments, via the airport. FOB works if you arrange transport yourself, CIF or CFR if an intermediary handles it through to Doraleh; DDP is not advisable, since the Chinese seller is rarely a registered customs declarant in Djibouti.

Payment, currency and the steps of a first order

The Djiboutian franc has been pegged to the US dollar at a fixed rate of 177.721 francs per dollar since 1973, which simplifies budgeting for an order invoiced in dollars and reduces currency risk.

On supplier payment, the common practice remains a deposit followed by a balance before shipment, paid exclusively into the Chinese company's business account, never a personal account: any change of bank details received by email should be verified with a direct phone call before any transfer, a common fraud in sourcing.

A first order follows a precise sequence: specifications, factory verification, an approved sample, a proforma invoice with an incoterm, any required authorisations started in parallel, production follow up, pre-shipment inspection, freight to Doraleh, then customs clearance by the client or their local freight forwarder.
