Importing from China to Senegal: Complete 2026 Guide

A Senegalese importer buying from China has to juggle the ECOWAS common external tariff, the advance import declaration and clearance through the port of Dakar. This guide brings together the verified rates, documents and steps for a first order, from sourcing in southern China to delivery in Dakar.

What Senegal imports from China: markets and growth niches

Since 2019, China has become Senegal's leading bilateral trading partner, ahead of France. Imports span a wide range: vehicles, including a share of used vehicles later redistributed across the subregion, construction materials, solar equipment for off-grid electrification, and consumer electronics. The deep-water port of Dakar, with an eleven-metre draft and round-the-clock access, handles most of this flow and also serves as a transshipment point for landlocked countries in the subregion.

  • Vehicles and spare parts, including a large share of used vehicles
  • Construction materials: rebar, cement, tiling, sanitary ware
  • Solar equipment and off-grid electrification gear
  • Consumer electronics and mobile phones
  • Port of Dakar: main maritime gateway and regional transshipment hub

Trade relations and the customs framework between Senegal and China

Senegal belongs to two customs unions that govern all of its imports, regardless of origin: the West African Economic and Monetary Union (WAEMU) and the Economic Community of West African States (ECOWAS). The direct consequence is that Senegal cannot sign a preferential trade agreement with a third country on its own, since that negotiation falls to the Union as a whole. There is therefore no bilateral Senegal-China agreement lowering duties on entry into Senegal: Chinese goods pay the regional common tariff, just like goods from any other country outside the zone.

The reverse flow has changed recently. As of 27 September 2026, Senegal remains among the countries recognised by the United Nations as least developed (exit expected in December 2029) and, on that basis, benefits from China's removal of customs duties on almost all tariff lines since 1 December 2024, a regime extended since 1 May 2026, for two years only, to twenty other African countries not classified as least developed. This removal makes it easier for Senegal to export to China; it changes nothing in the duties Senegal applies to goods coming from China, which remain governed by the ECOWAS tariff.

Customs duties and import taxes: categories and calculation

Senegal's customs taxation follows the five categories of the ECOWAS common external tariff, adopted in Dakar in October 2013 and applied across the Union since 2015. On top of the customs duty come levies common to all imports: the WAEMU community levy (0.8%), the ECOWAS levy (0.5%), the statistical fee (1%), VAT (18%) and, for sea freight only, a levy for the Senegalese Shippers' Council (0.4%). Specific excise duties are added depending on the product, for example 10% on passenger vehicles or 15% on cosmetics.

Example: a shipment of electronics classified in category 3, with a customs value of six million CFA francs cost and freight included, pays around 1,200,000 francs in customs duty, 60,000 francs in statistical fee, 30,000 francs in ECOWAS levy, 48,000 francs in WAEMU levy and 24,000 francs in shippers' levy for sea transport, before 18% VAT calculated on this broadened base. The total comes to around 45% of the customs value; the exact calculation depends on the product's precise tariff code and should be confirmed with a licensed customs broker.

  • Category 0, 0%: essential and basic-necessity goods
  • Category 1, 5%: industrial inputs
  • Category 2, 10%: semi-finished products
  • Category 3, 20%: final consumer goods
  • Category 4, 35%: specific products, on around one hundred and thirty tariff lines

Required documents and customs clearance

Customs clearance in Senegal is largely digitised through the GAINDE platform, which centralises the detailed declaration and the electronic transmission of supporting documents.

  • Commercial invoice and transport document, bill of lading for sea freight
  • Certificate of origin, insurance certificate, packing list
  • Advance import declaration from an FOB value of 500,000 CFA francs, the threshold in force as of 27 September 2026
  • Free, mandatory pre-shipment inspection for any FCL or LCL container regardless of value, issuing a verification certificate or a refusal that makes the declaration inadmissible
  • Electronic cargo tracking note issued by the Senegalese Shippers' Council for any sea shipment
  • Import declaration for foodstuffs, specific authorisations for medicines, gold or transceiver equipment

Standards, certification and pre-shipment inspection

Below 200,000 CFA francs in customs value, the owner may file the declaration themselves; above that, it must go through a licensed customs broker. Pre-shipment inspection is entrusted to Cotecna, under contract with the Senegalese State; its exact turnaround times should be confirmed with the chosen operator or freight forwarder.

The Senegalese Association for Standardization (ASN) approves Senegal's national standards and issues a conformity mark, the NS Qualité Sénégal mark, to certified companies. A limited number of products are subject to a mandatory standard on import.

  • Rebar, tomato concentrate, wheat flour, refined oil, iodised salt: mandatory ASN standard
  • Food products: specific import declaration and health or phytosanitary certificate
  • Transceiver equipment: prior approval from the telecommunications regulator
  • Mandatory origin marking on food products, batteries, spirits and cigarettes sold in Senegal

Prohibited products or products subject to licensing

Senegal has banned, since the late 2000s, imports of uncooked poultry products, as well as narcotics, ammunition other than collectors' pieces, pornographic publications and hallucinogenic drugs unless authorised by the Ministry of Health. Petroleum products require a licence from the Ministry of Energy, and gold an approval from the Ministry of Finance.

Used vehicles remain an active niche. A decree of 24 October 2025 raised the maximum age limit on import to ten years for passenger cars and light commercial vehicles, and to fifteen years for trucks, up from eight years previously; since this limit has already changed several times, it should be checked before purchase with a licensed customs broker (as of 27 September 2026). Sorva itself does not export any vehicle without going through a licensed Chinese exporter holding the required licences from China's Ministry of Commerce.

Transport, payment and the steps of a first order

Sea freight dominates flows to Dakar from ports in southern China, whether full container load or consolidated cargo, with transit time generally quoted at thirty to forty-five days, a figure to confirm at booking. Air freight remains reserved for urgent shipments. FOB or EXW incoterms suit a first shipment best; Sorva does not clear the goods on arrival, that responsibility remaining with the client or their local customs broker.

On payment, the usual practice is a deposit on order followed by a balance before shipment, paid into the factory's business account, never a personal account. A first order follows a simple sequence: define the product and its tariff code, have the supplier verified, approve a sample, secure payment, follow production, have the goods inspected before loading, choose the transport, and prepare the advance import declaration before shipment.

What Sorva does for you

Sorva is a sourcing and trading house between China and the world, based in Guangzhou with a Chinese-speaking team on the ground and a Chinese subsidiary whose corporate purpose covers buying, reselling and exporting goods. For a client based in Senegal, Sorva finds and vets factories, arranges visits and samples, negotiates prices and terms, has the goods inspected before loading and arranges freight to the port of Dakar. Sorva is never the official importer in Senegal: the client, or their local customs broker, remains responsible for customs clearance and duties on arrival.

In most cases, no fee is charged for finding a supplier: a file is opened, Sorva negotiates the goods on the client's behalf and takes a commission on their ex-factory value. The base offer is billed in dollars outside the European Union, supplemented if needed by zone-specific options, such as a certification pack, quoted on request.

Какво трябва да запомните

Keep in mind that duties on entry into Senegal follow the five-category ECOWAS tariff, from 0 to 35%, topped up by 18% VAT and several community levies, with no reduction for goods coming from China. First step: have the product's exact tariff code and the advance declaration threshold checked before placing the order.

Често задавани въпроси

01What are the customs duties on an import from China to Senegal?
The ECOWAS common external tariff has five categories, from 0% for basic-necessity goods to 35% for a list of specific products, with 5%, 10% and 20% in between. On top of that come 18% VAT, community levies totalling around 2.3%, and sometimes excise duties depending on the product.
02Is an advance import declaration required to order from China?
Yes, as soon as an order reaches an FOB value of 500,000 CFA francs, the threshold in force as of 27 September 2026. FCL or LCL containers also undergo, regardless of value, a Cotecna inspection giving the verification certificate needed for shipment.
03Is there a trade agreement between Senegal and China that lowers customs duties?
No. Senegal belongs to a regional customs union that does not allow it to negotiate a trade agreement with a third country on its own. China's removal of customs duties for least developed countries makes it easier for Senegal to export to China, but it changes nothing in the duties Senegal applies to goods coming from China.
04Which products are banned or subject to licensing on import into Senegal?
Uncooked poultry products, narcotics, ammunition other than collectors' pieces, pornographic publications and hallucinogenic drugs without medical authorisation are banned. Petroleum products require a licence from the Ministry of Energy, and gold an approval from the Ministry of Finance.
05How long does sea freight from China to Dakar take?
Carriers generally quote thirty to forty-five days at sea from ports in southern China. This duration is indicative and should be confirmed at the time of booking with the chosen carrier or freight forwarder.
06What documents need to be prepared for a first order from China?
Commercial invoice, transport document, certificate of origin, insurance certificate and packing list form the core set. Added to these are the advance declaration from 500,000 CFA francs FOB, container inspection, and the cargo tracking note for any sea shipment.
07Does Sorva clear the goods on arrival in Senegal?
No. Sorva sources, inspects and arranges freight from China, but customs clearance remains the responsibility of the client or their local customs broker. Sorva is never the official importer in the destination country.
