Importing from China to Kyrgyzstan: customs, EAC and Dordoi in 2026

Importing from China to Kyrgyzstan means working within the customs regime of the Eurasian Economic Union, of which the country has been a member since 2015, and with a very particular role as a hub: a good share of Chinese goods entering Kyrgyzstan then move on to its neighbours through the bazaars of Bishkek. This article brings together, with sources, the rates, documents and border crossings that matter to a Kyrgyz importer, as of 7 October 2026.

What Kyrgyzstan imports from China: niches and the role of Dordoi

Official statistics differ sharply. The World Bank's WITS portal, consulted on 7 October 2026, puts total Kyrgyz imports at around 12.52 billion dollars for the latest year available. The United Nations Comtrade database, as reported by Trading Economics on the same day, instead puts Chinese exports to the country at 19.9 billion dollars in 2024 (vehicles 3.22 billion, clothing 5.4 billion combined, electrical goods 1.49 billion, machinery 1.46 billion). Much of the gap is explained by re-export: a good share of Chinese goods entering Kyrgyzstan moves on to Kazakhstan, Russia and Uzbekistan without appearing in Kyrgyz import statistics.

The Dordoi bazaar, on the edge of Bishkek, stretches over more than a kilometre, the equivalent of 160 rugby pitches according to Wikipedia, consulted on 7 October 2026, with around 70,000 people working there in March 2024. Goods there come mainly from China, ahead of Turkey, said to account for 30% of supplies; this re-export trade reportedly ranks, according to economists cited by the same source, among the country's two leading economic activities, a role also played, for the Uzbek market, by the Karasuu bazaar.

Kyrgyzstan and China: the Eurasian Economic Union, WTO status and a rail project

Kyrgyzstan adopted the unified tariff and non-tariff rules of the Eurasian Economic Union in May 2015, then its common customs code, which came into force on 1 January 2018, according to the official US trade guide on Kyrgyz customs regulations, updated on 22 June 2026. A member of the EAEU alongside Russia, Kazakhstan, Belarus and Armenia, the country is also a WTO member.

Sorva has found no source confirming a free trade agreement between China and either Kyrgyzstan or the EAEU: an unconfirmed point, with Chinese goods entering under the standard regime. The rapprochement instead runs through infrastructure: in September 2022, China, Kyrgyzstan and Uzbekistan signed an agreement for the China-Kyrgyzstan-Uzbekistan railway, known as CKU, 530 kilometres via the Torugart Pass, of which 260 lie on Kyrgyz territory, for around 4.7 billion dollars, financed in part by a 2.3 billion dollar Chinese loan over 35 years, according to Wikipedia and Railway Pro, consulted on 7 October 2026. Work began on 27 December 2024, targeting 5% progress by the end of 2026 and commissioning in 2030; the line will change gauge partway through, which will require transhipment.

Customs duties and import VAT: rates and calculation

The official US trade guide on Kyrgyz customs regulations, updated on 22 June 2026, puts most duties between 0 and 10% of the customs value, plus 12% VAT, excise duties on alcohol, tobacco and fuel, and a 0.2% processing fee, with a minimum of 500 som. An anti-dumping law from July 2023 allows the government to impose additional duties on imports judged to cause damage.

Example on a customs value of 10,000 dollars, at an indicative median rate of 5%: duty of 500 dollars, VAT base of 10,500 dollars, 12% VAT equals 1,260 dollars, so around 1,760 dollars before the processing fee. The real rate varies by tariff line: to be confirmed with a freight forwarder or via the Eurasian Economic Commission's tool before ordering.

Required documents and the steps of customs clearance

Importers file their declarations on the ASYCUDA World platform, under the State Customs Service; a binding ruling on tariff classification or customs value is issued within 30 days, according to the same guide, updated on 22 June 2026.

Since September 2024, the National Bank has barred local banks from paying for imported goods before they physically arrive, except for approved companies, a rule presented as valid for one year: to be reconfirmed with your bank before arranging payment.

EAC marking, prohibited products and recent restrictions

Like other EAEU members, Kyrgyzstan requires EAC, Eurasian Conformity, marking for products listed in Decision No. 620 of 7 April 2011 by the Eurasian Economic Commission, covering 52 technical regulations: machinery, electrical equipment, foodstuffs, cosmetics, clothing, vehicles, pressure equipment, furniture, chemicals and fuels, according to the consultancy AC Inorms, consulted on 7 October 2026. Obtaining it involves a file, product classification, a sample, testing and then the certificate, followed by annual production checks; the timeframe ranges from a few weeks to several months. A product not on the list follows national approval instead.

The official US trade guide on prohibited goods, updated on 23 June 2026, cites weapons of mass destruction, narcotics, pornography and, since September 2022, ethyl alcohol imported outside the state monopoly. Firearms, protected species, cultural objects and precious metals are subject to separate authorisations.

The Irkeshtam and Torugart border crossings, routes from southern China and recommended Incoterms

Kyrgyzstan has no sea coast: all goods from southern China travel by road or rail. The shared border with China, 1,063 kilometres long according to Wikipedia, consulted on 7 October 2026, has two main road crossings, Torugart and Irkeshtam, 165 kilometres apart, and a third, the Bedel Pass, reopened under a simplified regime in 2024.

Irkeshtam, at 2,950 metres, around 230 kilometres west of Kashgar, stays open all year round; its traffic rose from 76,000 tonnes in 2002 to 520,000 tonnes in 2008, according to Wikipedia, consulted on 7 October 2026. Torugart, at 3,752 metres, often closes in winter under snow, and its customs post sits 110 kilometres from the pass, on the Chinese side. With no confirmed transit time available, have the actual route costed by a freight forwarder at the time of booking.

FOB from a Xinjiang exit point remains the safest choice for a first order, leaving the buyer in control of the freight forwarder; DDP remains inadvisable unless the Chinese supplier is itself a customs declarant in Kyrgyzstan, which is never the case.
