Importing from China to Kuwait: Customs, Licence and Costs in 2026

Importing from China to Kuwait means dealing with a customs tariff shared by the six Gulf countries, no VAT to date, and an import licence reserved for a Kuwaiti citizen or a registered intermediary. This article gathers, with official sources, the rates, documents and steps of a first order, as of 27 September 2026.

What Kuwait imports from China: niches, Port of Shuwaikh, licence and Gulf tariff

Kuwait had around 4.9 million inhabitants in 2024, with a gross domestic product of 160.9 billion dollars the same year, according to the World Bank. Oil funds around 90% of public revenue according to the US Department of Commerce's country commercial guide, which is pushing the country to diversify its economy under the name Vision Kuwait 2035, while remaining dependent on imports. The same guide notes that Chinese and Indian products dominate a growing share of entry level imports, with no verifiable bilateral figure in the sources consulted.

Selling commercially in Kuwait requires an import licence, reserved for Kuwaiti citizens or intermediaries registered with the Ministry of Commerce and Industry, valid for one year and renewable. The tariff applied on entry is that of the Gulf Cooperation Council, common to the six member states, not a tariff specific to Kuwait.

Trade relations and customs framework with China

Kuwait has applied the GCC's unified customs law and single tariff since 2003: a duty collected only once, at the first point of entry into the Gulf customs union, after which the goods circulate freely among the six member states.

Kuwait ratified the WTO Trade Facilitation Agreement in April 2018, simplifying customs procedures. Our sources do not allow us to identify, as of the time of writing, a free trade agreement between Kuwait, or the GCC, and China: Chinese goods therefore pay the same tariff as goods from any country without a preferential agreement with the GCC. The GCC does, however, grant duty free treatment to goods originating in another member state, subject to at least 40% local value added and 51% of the capital held by GCC nationals, a rule that does not apply to Chinese goods.

Customs duties and import taxes: a worked example

The standard rate of the GCC's common external tariff is 5% of the CIF value, cost, insurance and freight included, for most goods. Kuwait exempts 417 tariff lines covering basic food, agricultural, medical and pharmaceutical products, while tobacco and its derivatives carry a 100% duty. Duties are paid in Kuwaiti dinars.

Example: for an ordinary shipment with a CIF value of 10,000 dollars, the 5% customs duty comes to 500 dollars. As of the time of writing, Kuwait does not apply VAT: according to an international tax firm's country page as of 22 July 2026, the GCC's VAT framework agreement, signed in February 2017, remains under discussion in the Kuwaiti Parliament. The same source states there is no excise, property or transfer tax in Kuwait as of that date.

Outside exempted goods or those taxed at a specific rate, the public levy on entry is therefore limited to the 5% customs duty, before the handling fees specific to each shipment. Since the status of Kuwaiti VAT may change, this point should be reconfirmed before placing a large order.

Documents required to clear an import shipment

The customs clearance file rests on four basic commercial documents, each in several copies, plus the import licence held by the Kuwaiti recipient. The local customs agent also submits a letter of representation and correspondence with the end user.

  • Commercial invoice: one original and two copies, legalisation by a chamber of commerce recommended
  • Certificate of origin: one original and two copies, clearly stating the country of manufacture
  • Packing list: bearing the stamp of the exporter or freight forwarder
  • Bill of lading: three copies, bearing the name of the Kuwaiti holder of the import licence
  • Letter of representation and correspondence with the end user, submitted by the Kuwaiti customs agent
  • Valid import licence of the recipient, supplemented where applicable by a specific ministerial authorisation

Standards, certifications and regulatory bodies

Kuwait has been a member since 2001 of the Gulf Standardization Organization, operational since May 2004 and based in Riyadh. This regional body administers the G-Mark, a conformity mark applied to products registered by Gulf notified bodies, which grants market access in member countries, including Kuwait. The precise list of categories covered could not be confirmed within this cost conscious research: it should be checked product by product before shipping any electrical equipment, toy or technical item.

On the Kuwaiti side, the Public Authority for Industry issues licences for industrial machinery and spare parts, separate from the general import licence.

Products subject to licence or prohibited

Kuwaiti rules make the import of many products conditional on a licence, reserved for a Kuwaiti citizen or a registered intermediary. Several categories also require a separate ministerial authorisation: pharmaceuticals, firearms, explosives and exotic animals each fall under a specialised ministry, while industrial machinery falls under the Public Authority for Industry.

Our cost conscious research did not yield a complete list of goods prohibited from import into Kuwait: this point should be confirmed with the General Administration of Customs or a local freight forwarder before ordering in any sensitive category.

Ports, shipping routes, recommended Incoterms and payment

Containerised freight from China moves mostly through the Port of Shuwaikh, the country's main commercial port according to the Kuwait Ports Authority; Shuaiba, an industrial port, and Doha Port, a regional port, complete the picture. We did not find a single verifiable sea transit time between southern China, Guangzhou, Shenzhen or Yantian, and Shuwaikh: this should be confirmed with the freight forwarder at the time of booking.

FOB from southern China suits a buyer who arranges the rest of the transport themselves; CIF or CFR if an intermediary handles it through to the Kuwaiti port. DDP remains inadvisable as long as the seller does not hold the Kuwaiti import licence.

On payment, common practice remains a deposit followed by a balance before shipment, paid into the Chinese company's business account, never a personal account: a change of bank details received by email should be verified by a direct call before any transfer. Customs duties are paid in Kuwaiti dinars on arrival at the quay.
