Importing from China to Angola: customs, VAT and costs in 2026

Importing from China to Angola means mastering three issues: a national pauta aduaneira with tiered duty rates, VAT calculated on a base that already includes the duty, and exchange controls that require payment through a bank domiciled in Angola. This article brings together, with sources, the rates, documents and timelines that matter to an Angolan importer, as of September 27, 2026.

What Angola imports from China: promising niches

China is Angola's leading supplier: of $15.696 billion in total imports in 2023, it accounted for $2.438 billion, or 15.53%, ahead of Portugal (10.92%), the United Arab Emirates (6.93%), India (6.58%) and the United States (5.67%), according to the World Bank.

  • Bulk construction materials (cement, aggregates): since June 15, 2021, bags of at least one tonne are mandatory, on pain of a customs hold
  • Basic food products and agricultural inputs, subject to quotas on 14 categories and a reduced 5% VAT rate
  • Vehicles and machinery for construction, mining and oil, whose customs clearance requires a specific shipment certificate
  • Electrical and electronic equipment and industrial parts, most often in the tariff's intermediate band

Trade and customs relations between Angola and China

No bilateral free trade agreement has been identified: trade remains governed by most-favored-nation status at the WTO. Angola remains classified as a least developed country by the UN, its graduation planned for February 2023 having been postponed to 2023 and then 2024. Since May 1, 2026, China has applied duty-free treatment to 53 African countries including Angola: a measure that eases Angola's exports to China, not the direction that matters to an importer.

Angola does not belong to the Southern African Customs Union (South Africa, Botswana, Eswatini, Lesotho, Namibia): it applies its own national pauta aduaneira, under revision since a draft examined on October 25, 2023 (5,953 lines in four groups, replacing the 2018 pauta). Have the version in force confirmed with the AGT or a freight forwarder before placing an order.

Customs duties and import VAT: how they are calculated

The Angolan customs tariff is organized into four bands: exemption for raw materials and agricultural inputs, 2 to 10% for intermediate and capital goods, 10 to 30% for everyday consumer goods, 40 to 60% for sensitive products (health, environment). The simple average tariff stood at 11.65% in 2023, with a trade-weighted average of 8.52%, a maximum of 70% and 35.74% of lines duty-free, according to the World Bank. Cabinda applies a separate regime.

VAT, at the standard rate of 14%, is calculated on the customs value plus the duty, not on the goods alone; a reduced rate of 5% applies to basic food products, and 1% in Cabinda since presidential legislative decree no. 4/22 of July 23, 2022 (down from 2% previously). Example on a CIF value of $10,000 at a 20% duty rate (10-30% band): duty of $2,000, VAT base of $12,000, VAT of $1,680, for a combined total of $3,680, or 36.8% of the CIF value. Reconfirm the exact tariff heading with the AGT before signing a proforma invoice.

  • Customs value: cost, insurance and freight, in dollars or converted into kwanzas
  • Customs duty: customs value multiplied by the rate of the applicable band, from 0 to 60%
  • VAT base: customs value plus customs duty
  • VAT: base multiplied by 14%, 5%, or, outside Cabinda, 1%, depending on the product and destination province

Documents required to clear an import through customs

Since February 13, 2015, every application for a shipment certificate for Angola must be accompanied by the Documento Único bearing the import license number. The certificate, also called ARC or Waiver, can be requested up to 72 hours before loading and is issued within 12 hours, through an agent approved by the Conselho Nacional de Carregadores.

  • Commercial invoice and packing list
  • Documento Único, with the import license number for the products concerned
  • Advance declaration of customs value (ADV)
  • ARC or Waiver shipment certificate, issued by an agent approved by the Conselho Nacional de Carregadores
  • Import license for sensitive products: food, medical devices, pharmaceuticals, agricultural inputs
  • Terminal handling receipts and SOLAS certificate (verified gross mass)

Standards, certifications and pre-shipment inspections

Unlike several neighboring countries, Angola no longer requires a pre-shipment inspection since presidential decree no. 63/13 of June 11, 2013: this step remains optional. No mandatory certification program comparable to those seen elsewhere on the continent has been identified for common products: the sectoral licenses already mentioned serve that purpose instead.

The Instituto Angolano de Normalização e Qualidade, established on October 25, 1996 under the Ministry of Industry, remains the national body for standardization, metrology and conformity assessment; an ongoing reform is merging it with the Angolan accreditation institute. In the absence of a mandatory arrival inspection, quality control carried out in China before loading remains the only real protection against non-conforming goods.

Products banned or subject to license, and exchange controls

Three decrees govern sensitive products. Decree 34/15 (2015) introduces quotas on 14 food and beverage categories, with implementation remaining undefined. Decree 23/19 (January 14, 2019) gives priority to Angolan-origin products in 54 categories. Decree 63/21 (March 17, 2021) has required, since June 15, 2021, bulk packaging of at least one tonne for certain products. License processing times remain the main obstacle reported by retail importers.

Every import must be settled through a bank domiciled in Angola: without this step, an invoice cannot legally be paid. The National Bank of Angola maintained, in early 2026, an official rate close to 912 kwanzas per dollar, set since December 23, 2024, against a parallel rate about 23% higher in the first quarter of 2026. Always pay your supplier into their company's business account, never a personal account, and verify any change of banking details received by email with a direct phone call.

Ports, sea and air routes, recommended Incoterms

The port of Luanda handles most maritime traffic, estimated at around 80% of Angola's foreign trade according to several logistics platforms. Its port authority reported, as of June 24, 2026, vessel turnaround of 24 to 48 hours, 85% utilization, 75% reliability and 1 to 2 hours of anchorage waiting time. Lobito and Cabinda handle more limited regional traffic.

From southern China, freight most often departs from Guangzhou, Shenzhen or Yantian; no single, verifiable transit time to Luanda was found, so have this confirmed by your freight forwarder. Air freight is reserved for urgent or light shipments. Free On Board from a southern China port works if the buyer arranges transport; Cost and Freight to Luanda if an intermediary handles it. Delivered Duty Paid remains inadvisable as long as the Chinese seller is not a registered customs declarant in Angola.

Payment, order steps and what Sorva does for you

Since June 2018, the letter of credit has reportedly been the preferred instrument, with a mandatory threshold above 100,000 euros having been considered: to be reconfirmed for your specific transaction. The mandatory use of an Angolan bank and the gap between the official and parallel kwanza rates weigh as heavily on the final cost as the customs duty itself.

A first order follows a precise sequence: specification sheet, factory verification, approved sample, proforma invoice with the chosen Incoterm, import license applied for in parallel if needed, production follow-up, quality control before loading since no arrival inspection is mandatory anymore, shipment certificate requested 72 hours before loading, freight to Luanda, then customs clearance by the client or their freight forwarder.

Sorva is a sourcing and trading house based in Guangzhou, backed by a Chinese subsidiary whose corporate purpose covers the purchase, resale and export of goods, and by a parent company in France. The Chinese-speaking team verifies factories, organizes visits and samples, negotiates, has quality checked before loading and arranges freight to Luanda. Sorva never acts as the official importer of record in Angola, does not clear customs locally, and does not itself export vehicles without a licensed Chinese exporter. The base offer is invoiced in dollars, with zone options quoted on request.

Det vigtigste at huske

Keep in mind that in Angola, pre-shipment inspection has not been mandatory since 2013, which shifts quality control onto the buyer, and that exchange controls weigh as heavily on the real cost as the customs duty. First step: identify the product's tariff band and secure the Angolan banking channel before signing the proforma invoice.

Ofte stillede spørgsmål

01What customs duties apply when importing from China to Angola?
It depends on the tariff band: exemption for raw materials, 2 to 10% for intermediate and capital goods, 10 to 30% for everyday consumer goods, 40 to 60% for sensitive products. The applied average tariff stood at 11.65% in 2023, with a maximum of 70%.
02What is the import VAT rate in Angola?
14% at the standard rate, calculated on the customs value plus the customs duty. A reduced rate of 5% applies to basic food products, and Cabinda has applied a special rate of 1% since 2022.
03Is a pre-shipment inspection required to import into Angola?
No, not since presidential decree no. 63/13 of June 11, 2013. It remains available on a voluntary basis to secure quality, given the absence of an equivalent systematic check on arrival.
04What documents are needed to clear goods from China through Angolan customs?
A commercial invoice, packing list, Documento Único, advance value declaration, ARC or Waiver shipment certificate, and, for sensitive products, an import license.
05Which products are subject to license or quota in Angola?
Fourteen food and beverage categories have been subject to a quota since decree 34/15, with implementation remaining undefined. Food, medical devices, pharmaceuticals and agricultural inputs require a license, and certain bulk products must be packaged in bags of at least one tonne since June 15, 2021.
06How do you pay a Chinese supplier while complying with Angolan exchange controls?
Payment must go through a bank domiciled in Angola. The letter of credit has reportedly been the preferred instrument since 2018, and the gap between the official and parallel kwanza rates adds to the real cost.
07Which port should you choose for an import from southern China to Angola?
Luanda, which handles most commercial maritime traffic, with vessel turnaround of 24 to 48 hours and an average anchorage wait of 1 to 2 hours according to indicators published as of June 24, 2026. Lobito and Cabinda handle more limited regional traffic.
08Can Sorva clear my goods through customs on arrival in Angola?
No. Sorva organizes sourcing, quality control before loading and freight to Luanda, but customs clearance remains in the hands of the client or their local freight forwarder, the only party authorized to act as the official importer in Angola.
