Importing from China to Uruguay plays out within Mercosur: with no free trade agreement with China, all goods enter under the bloc's common external tariff, from 0 to 35% depending on the tariff code, before import VAT. What Uruguay imports from China: niches, the Port of Montevideo and free trade zones

Uruguay is an open economy and a founding member of Mercosur since 1991, alongside Argentina, Brazil and Paraguay, according to the official US trade guide, accessed September 27, 2026. China was its top agricultural export market in 2024, at 2,115 million dollars, and its second-largest non-agricultural market, at 1,208 million dollars, according to the WTO.

The precise breakdown of Chinese imports by product category has not been confirmed by an official source, beyond the usual categories: machinery, electronics, textiles, consumer goods. To be checked with Uruguay XXI or the Dirección Nacional de Aduanas.

  • China: Uruguay's top agricultural export market and second-largest non-agricultural market in 2024, according to the WTO
  • Port of Montevideo: free port regime, the country's main container gateway
  • Free trade zone: tax exemption, unlimited storage time, useful for regional re-export

Uruguay and China: Mercosur and the free trade agreement that stalled

Uruguay has been a member of the World Trade Organization since 1995 and a founding member of Mercosur since 1991; as such, it applies the Mercosur Common Nomenclature and cannot negotiate a trade agreement with a third country on its own.

In July 2022, Uruguay announced a completed feasibility study and its intention to negotiate a bilateral agreement with China, despite Mercosur's reservations. According to the official US guide, published January 4, 2024 and accessed September 27, 2026, China did not open negotiations in order to avoid a conflict with Brazil; as of that date, Uruguay was no longer pursuing this path, a status to be reconfirmed with Uruguay's Ministry of Foreign Affairs. Chinese goods therefore enter under Mercosur's standard regime, without a preferential certificate of origin.

Customs duties and import VAT: what is confirmed, and how it is calculated

The Mercosur common external tariff is spread across nineteen tiers, from 0 to 35% of the CIF value, with duties above 20% mainly affecting oils, dairy products, sugar, footwear and vehicles, according to the official US guide on Uruguayan tariffs. In July 2022, Mercosur cut this tariff by 10% on about 6,900 lines, bringing the average from 8.5% to 7.1%; some temporary exemptions were extended in April 2025.

Based on 2024 data, the WTO records a simple average of 9.0% across all lines, 8.7% for agricultural goods and 9.1% for non-agricultural goods; 29.6% of non-agricultural lines enter duty-free and 28.6% carry a duty of 15 to 25%, according to the WTO's World Tariff Profiles 2026.

Example on a CIF value of 10,000 dollars: at the average rate of 9%, duty would come to about 900 dollars, bringing the base to 10,900 dollars before VAT. VAT follows the DGI's rates, 22% as the general rate and 10% for certain basic necessity goods, current as of June 18, 2024 and also applicable to imports according to the Dirección Nacional de Aduanas. At the general rate, VAT in our example would come to about 2,398 dollars, for a total cost of about 13,298 dollars before freight and customs clearance.

  • Import duty: 0 to 35% of the CIF value, average applied rate of 9.0% in 2024 according to the WTO
  • Duty-free entry for about 29.6% of non-agricultural lines
  • Import VAT: 22% at the general rate, 10% for certain basic necessity goods, according to the DGI, current as of June 18, 2024

Documents required to clear goods through customs

For a sea shipment, the official US guide on import formalities, accessed September 27, 2026, lists the commercial invoice, the bill of lading or air waybill, the packing list and a certificate of origin. Food products additionally require a sanitary or phytosanitary certificate, and Spanish-language labeling is mandatory on consumer goods.

The DUA customs declaration is filed electronically by a licensed despachante de aduana (customs broker), the only party authorized to represent the importer before the Dirección Nacional de Aduanas, according to aduanas.gub.uy, accessed September 27, 2026.

  • Detailed commercial invoice: product, quantity, price, country of origin
  • Ocean bill of lading or air waybill, packing list
  • Certificate of origin, and sanitary or phytosanitary certificate for food products
  • DUA declaration filed by a licensed customs broker (despachante de aduana)
  • Spanish-language labeling for any consumer product

Standards, certifications and products subject to licensing

The Laboratorio Tecnológico del Uruguay (LATU) runs certification programs covering, among others, food products, toys, protective helmets, digital television equipment, water heaters, plastic bags and alcoholic beverages, according to latu.org.uy, accessed September 27, 2026. Costs and timelines should be requested directly from LATU.

The official US guide on Uruguay's import restrictions lists non-automatic licenses for vehicles, sugar, acetic acid, textiles, footwear and structural steel. The complete list of prohibited goods has not been confirmed exhaustively: to be checked with the Dirección Nacional de Aduanas before a sensitive order.

Port of Montevideo, free trade zones and routes from southern China

The Port of Montevideo operates under a free port regime, the first on South America's Atlantic coast to do so, according to the Administración Nacional de Puertos (ANP), accessed September 27, 2026. It can load Panamax vessels at a 13-meter draft and now receives a roll-on/roll-off line from Taicang, China. Eight other ports round out the network: Nueva Palmira, Fray Bentos, Colonia, Juan Lacaze, Carmelo, Paysandú, Salto and La Paloma.

The free trade zone regime, administered by the Ministerio de Economía y Finanzas, exempts companies operating there from income tax, VAT and, barring an exception tied to the beneficiary's tax status, from dividends paid abroad; goods can remain there for an unlimited time and leave without import duty, according to the ministry's official page, accessed September 27, 2026. A shipment held in bonded warehouse bound for a free trade zone must be transferred there within sixty calendar days.

A precise transit time from southern China could not be confirmed: to be negotiated with the freight forwarder at booking. Free on board suits buyers who arrange transport themselves, while cost, insurance and freight suits cases where the supplier handles it through to Montevideo. Delivered duty paid is not advisable, since it requires the supplier to act as the customs declarant, a role Sorva never takes on.

Payment, currency and fraud precautions

Uruguay does not impose currency controls that would prevent payment in dollars. Common practice remains a deposit at order confirmation followed by a balance before shipment, paid to the factory's business account, never a personal account.

A change of bank details received by email should always be verified with a direct call to an already-known number before any transfer: this type of fraud remains common in international sourcing.

Steps for a first order, and what Sorva does for a client in Uruguay

A first import follows a precise sequence: specifications, factory verification, an approved sample, a proforma invoice with the incoterm and tariff code verified, production follow-up, pre-shipment inspection, freight to Montevideo, then the filing of the DUA declaration by the customs broker chosen by the client.

Sorva is a sourcing and trading house between China and the world, based in Guangzhou, backed by a Chinese subsidiary whose business scope covers the trade of goods, and by a parent company in France. For a client in Uruguay, the Chinese-speaking team sources and verifies factories, negotiates, arranges quality inspection before shipment and organizes freight to Montevideo or a free trade zone.

Our base offering is invoiced in dollars, complemented by options specific to other regions, quoted on request. Sorva never acts as the official importer of record in Uruguay, does not file the DUA declaration, and does not export vehicles without a licensed Chinese exporter.

Det vigtigste at huske

Keep in mind that in Uruguay, the absence of a free trade agreement with China puts all goods under the Mercosur common external tariff, from 0 to 35% depending on the tariff code, before import VAT of 22% at the general rate or 10% for certain basic necessity goods. First step: have the product's tariff code verified before confirming a price with the factory.
