Uruguay and China: Mercosur and the free trade agreement that stalled
Uruguay has been a member of the World Trade Organization since 1995 and a founding member of Mercosur since 1991; as such, it applies the Mercosur Common Nomenclature and cannot negotiate a trade agreement with a third country on its own.
In July 2022, Uruguay announced a completed feasibility study and its intention to negotiate a bilateral agreement with China, despite Mercosur's reservations. According to the official US guide, published January 4, 2024 and accessed September 27, 2026, China did not open negotiations in order to avoid a conflict with Brazil; as of that date, Uruguay was no longer pursuing this path, a status to be reconfirmed with Uruguay's Ministry of Foreign Affairs. Chinese goods therefore enter under Mercosur's standard regime, without a preferential certificate of origin.

Customs duties and import VAT: what is confirmed, and how it is calculated
The Mercosur common external tariff is spread across nineteen tiers, from 0 to 35% of the CIF value, with duties above 20% mainly affecting oils, dairy products, sugar, footwear and vehicles, according to the official US guide on Uruguayan tariffs. In July 2022, Mercosur cut this tariff by 10% on about 6,900 lines, bringing the average from 8.5% to 7.1%; some temporary exemptions were extended in April 2025.
Based on 2024 data, the WTO records a simple average of 9.0% across all lines, 8.7% for agricultural goods and 9.1% for non-agricultural goods; 29.6% of non-agricultural lines enter duty-free and 28.6% carry a duty of 15 to 25%, according to the WTO's World Tariff Profiles 2026.
Example on a CIF value of 10,000 dollars: at the average rate of 9%, duty would come to about 900 dollars, bringing the base to 10,900 dollars before VAT. VAT follows the DGI's rates, 22% as the general rate and 10% for certain basic necessity goods, current as of June 18, 2024 and also applicable to imports according to the Dirección Nacional de Aduanas. At the general rate, VAT in our example would come to about 2,398 dollars, for a total cost of about 13,298 dollars before freight and customs clearance.

For a sea shipment, the official US guide on import formalities, accessed September 27, 2026, lists the commercial invoice, the bill of lading or air waybill, the packing list and a certificate of origin. Food products additionally require a sanitary or phytosanitary certificate, and Spanish-language labeling is mandatory on consumer goods.

It can load Panamax vessels at a 13-meter draft and now receives a roll-on/roll-off line from Taicang, China. A shipment held in bonded warehouse bound for a free trade zone must be transferred there within sixty calendar days.
A precise transit time from southern China could not be confirmed: to be negotiated with the freight forwarder at booking. Free on board suits buyers who arrange transport themselves, while cost, insurance and freight suits cases where the supplier handles it through to Montevideo. Delivered duty paid is not advisable, since it requires the supplier to act as the customs declarant, a role Sorva never takes on.

Payment, currency and fraud precautions
Uruguay does not impose currency controls that would prevent payment in dollars. Common practice remains a deposit at order confirmation followed by a balance before shipment, paid to the factory's business account, never a personal account.
