Peru imposes definitive anti-dumping duties on Chinese ceramic toilets
Since 6 October 2026, Indecopi has applied definitive five-year anti-dumping duties on one-piece ceramic toilets originating in China, following a complaint from Peruvian manufacturers Trebol and Vainsa that established dumping margins of up to 45.2%. Smart toilets and those designed for recreational vehicles are not covered.

On 6 October 2026, Indecopi's Dumping and Subsidies Commission, Peru's competition authority, published resolution 244 2026 CDB INDECOPI, which imposes definitive five-year anti-dumping duties on one-piece ceramic toilets originating in China. Smart toilets and those designed for recreational vehicles are explicitly excluded from the measure's scope.
The investigation, opened in April 2025, established dumping margins of between 15.2% and 45.2% depending on the Chinese producer examined. The definitive duties range from 5.70 dollars per unit for Chaozhou Romance Ceramic Technology to 12.70 dollars for Chaozhou Yatao Ceramics, and up to 14.30 dollars per unit for Chaozhou Farns Ceramics Industrial and other exporters that did not cooperate with the investigation.
The complaint had been filed by Peruvian manufacturers Corporación Cerámica, the Trebol brand, and VSI Industrial, the Vainsa brand, who argued that low-priced Chinese imports were undermining local production. Peru's business press expects retail prices in this category to rise.
A detail worth noting: the duty applies per unit rather than as a percentage of invoiced value, which weighs proportionally more heavily on entry-level lines than on premium models.
What it changes for an importer
For a client importing Chinese ceramic sanitaryware into Peru, every one-piece toilet imported now carries a fixed dollar surcharge for five years, which can wipe out the margin on entry-level ranges. We check the exact tariff classification and the supplier of each item before ordering, to establish whether it falls within the scope of this resolution, and we can work out alternative ranges not covered by the measure with our clients.
