Since 2019, China has become Senegal's leading bilateral trading partner, ahead of France. Imports span a wide range: vehicles, including a share of used vehicles later redistributed across the subregion, construction materials, solar equipment for off-grid electrification, and consumer electronics. The deep-water port of Dakar, with an eleven-metre draft and round-the-clock access, handles most of this flow and also serves as a transshipment point for landlocked countries in the subregion.

Trade relations and the customs framework between Senegal and China
Senegal belongs to two customs unions that govern all of its imports, regardless of origin: the West African Economic and Monetary Union (WAEMU) and the Economic Community of West African States (ECOWAS). The direct consequence is that Senegal cannot sign a preferential trade agreement with a third country on its own, since that negotiation falls to the Union as a whole. There is therefore no bilateral Senegal-China agreement lowering duties on entry into Senegal: Chinese goods pay the regional common tariff, just like goods from any other country outside the zone.
The reverse flow has changed recently. As of 27 September 2026, Senegal remains among the countries recognised by the United Nations as least developed (exit expected in December 2029) and, on that basis, benefits from China's removal of customs duties on almost all tariff lines since 1 December 2024, a regime extended since 1 May 2026, for two years only, to twenty other African countries not classified as least developed. This removal makes it easier for Senegal to export to China; it changes nothing in the duties Senegal applies to goods coming from China, which remain governed by the ECOWAS tariff.

Customs duties and import taxes: categories and calculation
Senegal's customs taxation follows the five categories of the ECOWAS common external tariff, adopted in Dakar in October 2013 and applied across the Union since 2015. On top of the customs duty come levies common to all imports: the WAEMU community levy (0.8%), the ECOWAS levy (0.5%), the statistical fee (1%), VAT (18%) and, for sea freight only, a levy for the Senegalese Shippers' Council (0.4%). Specific excise duties are added depending on the product, for example 10% on passenger vehicles or 15% on cosmetics.
Example: a shipment of electronics classified in category 3, with a customs value of six million CFA francs cost and freight included, pays around 1,200,000 francs in customs duty, 60,000 francs in statistical fee, 30,000 francs in ECOWAS levy, 48,000 francs in WAEMU levy and 24,000 francs in shippers' levy for sea transport, before 18% VAT calculated on this broadened base. The total comes to around 45% of the customs value; the exact calculation depends on the product's precise tariff code and should be confirmed with a licensed customs broker.

Required documents and customs clearance
Customs clearance in Senegal is largely digitised through the GAINDE platform, which centralises the detailed declaration and the electronic transmission of supporting documents.

Standards, certification and pre-shipment inspection
Below 200,000 CFA francs in customs value, the owner may file the declaration themselves; above that, it must go through a licensed customs broker. Pre-shipment inspection is entrusted to Cotecna, under contract with the Senegalese State; its exact turnaround times should be confirmed with the chosen operator or freight forwarder.
The Senegalese Association for Standardization (ASN) approves Senegal's national standards and issues a conformity mark, the NS Qualité Sénégal mark, to certified companies. A limited number of products are subject to a mandatory standard on import.

Prohibited products or products subject to licensing
Senegal has banned, since the late 2000s, imports of uncooked poultry products, as well as narcotics, ammunition other than collectors' pieces, pornographic publications and hallucinogenic drugs unless authorised by the Ministry of Health. Petroleum products require a licence from the Ministry of Energy, and gold an approval from the Ministry of Finance.
Used vehicles remain an active niche. A decree of 24 October 2025 raised the maximum age limit on import to ten years for passenger cars and light commercial vehicles, and to fifteen years for trucks, up from eight years previously; since this limit has already changed several times, it should be checked before purchase with a licensed customs broker (as of 27 September 2026). Sorva itself does not export any vehicle without going through a licensed Chinese exporter holding the required licences from China's Ministry of Commerce.
Transport, payment and the steps of a first order
Sea freight dominates flows to Dakar from ports in southern China, whether full container load or consolidated cargo, with transit time generally quoted at thirty to forty-five days, a figure to confirm at booking. Air freight remains reserved for urgent shipments. FOB or EXW incoterms suit a first shipment best; Sorva does not clear the goods on arrival, that responsibility remaining with the client or their local customs broker.
On payment, the usual practice is a deposit on order followed by a balance before shipment, paid into the factory's business account, never a personal account. A first order follows a simple sequence: define the product and its tariff code, have the supplier verified, approve a sample, secure payment, follow production, have the goods inspected before loading, choose the transport, and prepare the advance import declaration before shipment.
