Importing from China to Colombia means handling three files in parallel: the tariff applied by DIAN, the 19% VAT charged on imports, and the health, agricultural, or technical registrations required depending on the product. What Colombia imports from China: context and promising niches
Colombia is Latin America's fourth-largest economy, after Brazil, Mexico, and Argentina, with about 52.7 million inhabitants. Micro and small businesses make up more than 90% of the productive fabric, and labor informality reached 56% in 2024 according to the OECD. This profile leaves plenty of room for imports to meet domestic demand.
The tariff schedule reflects the niches where local production falls short: capital goods, industrial goods, and raw materials not produced locally enter at a duty of 0 to 5%. Manufactured consumer goods, by contrast, remain more heavily taxed, a sign of the intent to protect domestic production.
Trade and customs relations between Colombia and China
Colombia has seventeen trade agreements in force, including the Andean Community, the Pacific Alliance, Mercosur, the European Union, the United States, Canada, and South Korea. None of them involve China: Chinese goods enter Colombia at the standard tariff, with no preferential treatment.
On May 14, 2025, Colombia signed a memorandum of understanding (MOU) with China to join the Belt and Road Initiative: a non-binding text focused on infrastructure cooperation, which creates no reduction in customs duties or any preferential regime. DIAN (Dirección de Impuestos y Aduanas Nacionales) oversees all customs procedures, regardless of the goods' origin.

Customs duties and import VAT: rates and a worked example
Colombia's MFN tariff schedule showed a simple average of 6.8% in 2025, with about 51% of tariff lines duty-free; the trade-weighted average, based on 2023 World Bank (WITS) data, comes to 7.12%, the rate that in practice applies to Chinese goods absent a preferential agreement. Goods are classified under a ten-digit nomenclature governed by Decree 2153 of 2016.
Colombia's VAT, the IVA, applies a general rate of 19%, reduced to 5% for certain cereals, agricultural equipment, and, as of September 27, 2026, electric or hybrid vehicles (a reform bill proposes raising this last rate to 19%). Imports are subject to the general rate, on top of customs duties. Example on a CIF value of 10,000 dollars with a 10% duty: the duty comes to 1,000 dollars; standard practice then applies VAT on the customs value plus the duty, i.e. 19% of 11,000 dollars, 2,090 dollars, an assessment base to confirm with a customs broker. The total tax burden then comes to about 31% of the CIF value, excluding port fees.

Required documents to clear goods from China through customs
Every Colombian importer must hold a NIT (tax identification number) and be registered in the RUT (single tax registry) with DIAN. Since Decree 659 of 2024 (Article 175), the advance import declaration must be filed and accepted at least 48 hours before arrival. The penalty regime changed on June 19, 2026 (Law 2586, replacing the earlier text that was ruled unconstitutional): the fine amount for a late or missing declaration should now be confirmed with DIAN, as of September 27, 2026.

Standards, certifications, and pre-shipment inspections
ICONTEC is Colombia's national standards body, a member of ISO and IEC; it develops technical standards and issues conformity certifications. The list of products subject to a mandatory technical regulation, and the cost or turnaround of each certification, vary by tariff code and should be confirmed with ICONTEC or MinCIT before starting production.
Two other agencies step in depending on the sector: INVIMA registers processed food, pharmaceuticals, cosmetics, and medical devices before they reach the market; ICA, the Instituto Colombiano Agropecuario, issues permits for agricultural and animal-origin products. These registrations should be prepared alongside production, not at the customs-clearance stage.
Prohibited or license-restricted products
About 97% of the lines in Colombia's tariff schedule can be imported without a license. For the rest, mainly raw materials, animal-origin products, and agricultural inputs, an ICA permit or a MinCIT license is required depending on the tariff code; the exact list should be checked line by line before any purchase, with MinCIT or DIAN.
Colombia also applies antidumping or countervailing measures on certain sensitive lines: a countervailing-duty investigation targeting US powdered milk was underway in 2026. No measure specific to steel or other Chinese products could be confirmed in an official source as of September 27, 2026: check with MinCIT or DIAN before ordering.

Ports, routes from southern China, and recommended Incoterms
Buenaventura (Pacific coast) and Cartagena (Caribbean coast) are the two maritime gateways most cited for containerized freight into Colombia; their recent traffic statistics could not be checked for this article, so ask a freight forwarder before booking space.
From southern China, a shipment most often leaves from Guangzhou, Shenzhen, or Yantian; no verifiable transit time to these two ports could be found, so confirm it at booking. FOB works well if the Colombian buyer arranges transport itself; CIF or CFR if an intermediary handles freight through to the port of arrival. DDP remains inadvisable as long as the seller is not a licensed customs declarant in Colombia.
