Importing from China to Iraq: Customs, Certification, Costs 2026
Importing from China to Iraq means working with a customs tariff reformed in 2019, an import licensing regime tightened since 2018, and a pre-shipment inspection scheme run by an international body for part of manufactured goods. This article brings together, with sources, the rates, documents and timelines that matter to an Iraqi importer, as of 27 September 2026.
What Iraq imports from China: the promising niches
No reliable, up-to-date bilateral trade figure specific to Chinese goods entering Iraq was found in an official source: it is better to rely on documented niches. Three projects financed under China-Iraq agreements point to concrete demand for Chinese equipment: the construction of 1,000 schools agreed in 2021 in exchange for oil, the 4.56-billion-dollar Basra-Haditha pipeline approved on 2 January 2025, and the 10.5 billion dollars in financing Iraq received in 2021 under the Belt and Road Initiative, the largest amount paid to any country that year.
Add to this manufactured consumer goods, subject to pre-shipment inspection since October 2020, and goods destined for the Kurdistan Region of Iraq, whose regime is considered more favorable than federal Iraq's by the official US trade guide.
- Reconstruction materials financed by China
- School supplies under the 1,000-schools agreement
- Components for the Basra-Haditha pipeline
- Manufactured goods, subject to inspection since 2020
- Goods destined for Kurdistan, a more favorable regime
Trade and customs relations between Iraq and China
Iraq has been an observer at the World Trade Organization since 2004, and its accession remains stalled. No free trade agreement with China was identified: every shipment remains subject to Iraq's standard tariff.
The relationship has tightened through financing: a strategic partnership signed in 2015, then in 2021 the largest volume of financing received by any country under the Belt and Road Initiative, 10.5 billion dollars, and the 1,000-schools-for-oil agreement. These contracts follow import channels specific to the contractor, separate from ordinary commercial customs clearance.
Iraq's customs framework rests on two texts: Law No. 23 of 1984, the Customs Law, which sets tariffs and procedures, and Law No. 22 of 2010, which details the nomenclature and rates.

Import customs duties: the rate and how it is calculated
Under a reform in force since 2019, Iraq applies a tariff based on the Harmonized System, ranging from 0 to 30%. A flat rate of 5% applies to most goods, excluding food, medicines, books, clothing and goods linked to humanitarian aid or reconstruction, which follow a separate regime. Projects registered with the National Investment Commission or located in a free zone qualify for exemptions, of varying duration depending on the category.
Since 2018, the government has also raised certain duties and tightened licensing on targeted lines: the actual rate can exceed 5%, up to the 30% ceiling. Example on a CIF value of 50,000 dollars: at the flat rate, the duty comes to 2,500 dollars; in a protected category at the ceiling, it reaches 15,000 dollars. The exact rate should be reconfirmed before ordering, in the absence of an accessible official simulator.
On a possible import value-added tax, no up-to-date official source confirmed its existence or rate as of 27 September 2026: this point, decisive for the cost price, should be reconfirmed with a customs broker before ordering.
- Flat rate: 5% of the CIF value for most goods
- General range: 0 to 30% depending on the Harmonized System line
- Food, medicines, books, clothing, humanitarian aid: separate regime
- Import value-added tax: rate unconfirmed, to be checked

Documents required to clear an import through customs
A standard import requires a commercial invoice, a certificate of origin and a bill of lading or air waybill, in accordance with the 1984 Customs Law. These documents must carry a handwritten signature: electronic signatures are not recognized by Iraqi customs, according to the official US trade guide published on 2 November 2021, a point to reconfirm.
A consular legalization chain is documented for US exporters: chamber of commerce, local authorities, then the Iraqi commercial attaché. The process for Chinese documents has not been confirmed separately: to verify before shipment.
- Detailed commercial invoice
- Certificate of origin
- Bill of lading or air waybill
- Handwritten signature required, electronic signatures not recognized
- Consular legalization of documents, chain to confirm depending on origin

Standards, certification and pre-shipment inspection
The Central Organization for Standardization and Quality Control (COSQC) is Iraq's standards body, under the Ministry of Planning, whose mission includes improving the quality of imported goods. Its official website was not accessible at the time of writing: procedures by product family should be confirmed with the ministry.
Since October 2020, the state-owned Company for Iraqi Fairs and Commercial Services has entrusted TÜV Rheinland with inspecting manufactured consumer goods: a registration certificate issued under this scheme is a condition for the import license. Cost and timeline were not found published officially: ask the organization directly.

Prohibited or license-controlled products
Since 2018, Iraq has tightened import licensing on targeted lines to protect local production, according to the official US trade guide. The exact list was not found published up to date in an official source: a product's status should be verified with a customs broker before ordering, rather than assumed to be free.
As elsewhere, weapons, narcotics and counterfeit goods remain banned without exception; a comprehensive official Iraqi list was not confirmed in our sources, hence the same prior check for any sensitive product.

Ports, routes from southern China and recommended Incoterms
Umm Qasr, on the Gulf, is Iraq's main deep-water port, in service since 1967. Nearby, the Grand Faw Port delivered its first phase on 7 November 2024, five berths out of a target of one hundred by 2045; its breakwater, 14.523 kilometers long, has held the world record for the longest port breakwater since 2 April 2020. Khor Al-Zubair, near Basra, rounds out the offer for industrial freight, with no verifiable traffic statistics found.
Kurdistan, whose regime is considered more favorable, also sources goods by land from Turkey; no verifiable transit time for this corridor was found, to ask a freight forwarder. From southern China, freight most often departs from Guangzhou, Shenzhen or Yantian; no single, verifiable transit time to an Iraqi port was found, to confirm at booking.
FOB from southern China suits a buyer who organizes transport; CIF or CFR suits cases where an intermediary handles it through to the Iraqi port. DDP remains inadvisable as long as the seller is not itself a licensed customs declarant in Iraq.

Payment, steps of an order and what Sorva does for you
On payment, the common practice remains a deposit on order followed by a balance before shipment, paid into the Chinese company's business account, never a personal account: any change of bank details received by email should be verified with a direct call before wiring funds. The Central Bank of Iraq's official rate stood at 1 dollar to 1,310 dinars as of 27 September 2026, after a revaluation to 1,300 dinars on 8 February 2023 according to the UK government; a separate parallel rate exists and should be factored into the cost price from the quote stage.
A first order follows a set sequence: specifications, verified factory, approved sample, proforma with Incoterm, inspection file launched in parallel with production, production monitoring, pre-shipment inspection, legalization of documents, freight to the chosen port or to Turkey for Kurdistan, then customs clearance by the client or their freight forwarder.
Sorva is a sourcing and trading house based in Guangzhou, in the Tianhe district, backed by a Chinese subsidiary whose corporate purpose covers the purchase, resale and export of goods, and by a parent company in France. Our Chinese-speaking team researches and vets factories, organizes visits and samples, negotiates, has quality checked before loading and arranges freight to the chosen Iraqi port, gathering the documents needed for the inspection file. Sorva never acts as the official importer in Iraq, does not clear customs locally, and does not export vehicles without a licensed Chinese exporter. The base offer is invoiced in dollars, with a documentary option quoted separately on request.

Keep in mind that in Iraq, the 5% flat rate is only a starting point: the exact tariff line, TÜV Rheinland inspection and any import tax should be reconfirmed product by product, given the lack of a single, up-to-date official source. First step: have the Harmonized System code and license status checked before starting production.
