Trade and customs relations between Iraq and China

Iraq has been an observer at the World Trade Organization since 2004, and its accession remains stalled. No free trade agreement with China was identified: every shipment remains subject to Iraq's standard tariff.

Import customs duties: the rate and how it is calculated

Under a reform in force since 2019, Iraq applies a tariff based on the Harmonized System, ranging from 0 to 30%. A flat rate of 5% applies to most goods, excluding food, medicines, books, clothing and goods linked to humanitarian aid or reconstruction, which follow a separate regime. Projects registered with the National Investment Commission or located in a free zone qualify for exemptions, of varying duration depending on the category.

Since 2018, the government has also raised certain duties and tightened licensing on targeted lines: the actual rate can exceed 5%, up to the 30% ceiling. Example on a CIF value of 50,000 dollars: at the flat rate, the duty comes to 2,500 dollars; in a protected category at the ceiling, it reaches 15,000 dollars. Documents required to clear an import through customs

A standard import requires a commercial invoice, a certificate of origin and a bill of lading or air waybill, in accordance with the 1984 Customs Law. These documents must carry a handwritten signature: electronic signatures are not recognized by Iraqi customs, according to the official US trade guide published on 2 November 2021, a point to reconfirm.

Standards, certification and pre-shipment inspection

The Central Organization for Standardization and Quality Control (COSQC) is Iraq's standards body, under the Ministry of Planning, whose mission includes improving the quality of imported goods. Its official website was not accessible at the time of writing: procedures by product family should be confirmed with the ministry.

Since October 2020, the state-owned Company for Iraqi Fairs and Commercial Services has entrusted TÜV Rheinland with inspecting manufactured consumer goods: a registration certificate issued under this scheme is a condition for the import license. Prohibited or license-controlled products

Since 2018, Iraq has tightened import licensing on targeted lines to protect local production, according to the official US trade guide. The exact list was not found published up to date in an official source: a product's status should be verified with a customs broker before ordering, rather than assumed to be free.

Ports, routes from southern China and recommended Incoterms

Umm Qasr, on the Gulf, is Iraq's main deep-water port, in service since 1967. Nearby, the Grand Faw Port delivered its first phase on 7 November 2024, five berths out of a target of one hundred by 2045; its breakwater, 14.523 kilometers long, has held the world record for the longest port breakwater since 2 April 2020. Khor Al-Zubair, near Basra, rounds out the offer for industrial freight, with no verifiable traffic statistics found.

Kurdistan, whose regime is considered more favorable, also sources goods by land from Turkey; no verifiable transit time for this corridor was found, to ask a freight forwarder. From southern China, freight most often departs from Guangzhou, Shenzhen or Yantian; no single, verifiable transit time to an Iraqi port was found, to confirm at booking.

FOB from southern China suits a buyer who organizes transport; CIF or CFR suits cases where an intermediary handles it through to the Iraqi port. DDP remains inadvisable as long as the seller is not itself a licensed customs declarant in Iraq.
