
Importing from China to Niger: customs, Cotonou corridor and 2026 costs
Importing from China to Niger means paying the UEMOA common external tariff, 19% VAT and several community levies, then choosing a logistics corridor while the land border with Benin, the country's historic gateway, has remained closed since 2023. This article gathers the costs, documents and steps, with their sources and dates, as of 27 September 2026.
What Niger imports from China: a landlocked market in the middle of a logistics shake-up
Niger has no coastline: all merchandise from China transits through a neighboring country. Before 2023, about 80% of imports passed through Benin and the port of Cotonou, according to economist Soly Abdoulaye cited by Wikipedia. Since that border closed, operators have shifted to Togo or Burkina Faso, with longer and costlier routes.
Trade with China remains modest and one-sided: 232.21 million dollars in Chinese exports to Niger in 2024, against 83.56 million dollars the other way, of which 80.75 million in fuels and petroleum products, according to Trading Economics, Comtrade data, accessed 27 September 2026.

Trade and customs relations between Niger and China
Niger is a member of the WTO and UEMOA. It left ECOWAS on 29 January 2025 along with Mali and Burkina Faso, a year after announcing its withdrawal, according to Ouestaf.com. The three countries remain UEMOA members, whose common external tariff continues to apply under the same schedule: no bilateral Niger-China agreement has been identified as of 27 September 2026.
Since late March 2025, the Alliance of Sahel States, the Mali-Burkina Faso-Niger confederation, has applied a 0.5% levy on imports from any non-member country, China included, according to the AES statutes. This tax adds to the common tariff; it does not replace it.

Customs duties, VAT and levies: the full calculation
Niger applies the UEMOA common external tariff in five bands: 0% for essential social goods, 5% for raw materials, 10% for intermediate goods, 20% for consumer goods and 35% for a restricted list, a schedule unchanged since the ECOWAS withdrawal. On top of this come a 1% statistical fee on the CIF value, a UEMOA community solidarity levy kept at 0.8% at the union's twentieth summit, and the 0.5% AES levy.
VAT, at 19% since 2016 according to Trading Economics, is calculated on the CIF value plus these duties and levies, never on the goods alone. Have the exact tariff band confirmed by a freight forwarder before ordering.

Mandatory documents, registration and prohibited products
Importers must be registered in the trade register, up to date with their business license, and pay dues to the National Transport Users Council, the CNUT, according to export.gov. A prior import declaration must be filed seven days before shipment once the value reaches 1 000 000 F CFA, valid for six months, renewable for three. The file includes a pro forma invoice in three copies, the commercial invoice, the packing list, the bill of lading or air waybill, and a certificate of origin. Any payment above 1 000 000 F CFA must go through an approved Nigerien bank.
Shisha and its accessories, as well as poultry products and by-products, are prohibited without exception, under an order from the Ministry of Animal Resources. Medicines remain restricted to pharmacies and facilities approved by the Ministry of Health. Any goods subject to a license or authorization are prohibited if presented without that document.

Standards, ANMC certification and pre-shipment inspection
The Niger Agency for Standardization, Metrology and Certification, the ANMC, created by decree No. 2019-409/PRN/MI of 26 July 2019, develops national standards and represents Niger at the ISO, of which it is a member. A product in a regulated sector benefits from having its compliance checked before shipment.
Niger requires a pre-shipment inspection carried out by Cotecna, which checks quality, quantity, price and tariff classification, then issues a report to attach to the customs file. The threshold most recently confirmed by a government source is 2 000 000 F CFA in FOB value; more recent trade sources mention 3 000 000 F CFA as of 27 September 2026, a figure to reconfirm with customs or Cotecna before each shipment.

Corridors, ports and incoterms: a border with Benin still closed
The historic corridor, several hundred kilometers between Cotonou and Niamey, has remained closed by land since the coup of 26 July 2023: regional sanctions were lifted in early 2024, but the border with Benin was not reopened. A committee of experts was set up after a presidential meeting in Niamey on 2 June 2026, followed by technical talks in Cotonou on 20 and 21 June 2026, with no reopening date confirmed as of 27 September 2026, as Niger sets conditions on security and shared intelligence.
In the meantime, operators route shipments through Lome, in Togo, or through Burkina Faso, at the cost of longer journeys. From southern China, according to a logistics operator cited in September 2026, allow 41 to 51 days by sea then road via the usual corridor, or 4 to 7 days by air via Paris, Istanbul or Casablanca, timings to reconfirm with a freight forwarder given the state of the corridor. An FOB from the Chinese port handled by a freight forwarder keeps visibility over each leg; a DDP never relieves the Nigerien importer of their own obligations.

Payment, currency exchange and steps for a first order
Niger uses the CFA franc, the XOF, pegged to the euro at a fixed rate since 1 January 1999: conversion to the dollar or yuan passes through the euro, with no exchange risk between the CFA franc and the euro. Payment is made to the factory's business account, never a personal account; a change of bank details received by email should be verified through another channel before any transfer.

- Vet the supplier and approve a sample before production
- Sign a pro forma invoice specifying the incoterm and payment terms
- File the prior import declaration and open the CNUT file
- Check quality before loading, then the Cotecna inspection above the threshold
