Importing from China to North Macedonia means dealing with a landlocked country, an EU candidate since 2005 whose accession talks remain stalled, and one that has built thirteen free economic zones to attract industry. This article brings together, backed by official sources, what a Macedonian importer needs to know before ordering from China, as at 7 October 2026.
What North Macedonia imports from China: volume and context
Macedonian imports from China reached around 1.43 billion dollars in 2025 according to the United Nations Comtrade database (UN Comtrade via tradingeconomics.com, accessed 7 October 2026). North Macedonia is a small market of 1.8 million people, with per capita income of 8,850 dollars in 2024, whose leading trading partners remain Germany and Serbia, followed by Greece, Bulgaria and the United Kingdom (trade.gov, Market Overview, accessed 7 October 2026).
The niches most often cited remain close to what China exports throughout Eastern Europe: electronics, machinery, car parts, textiles and furniture, with part of these flows absorbed by industrial free zones rather than the domestic market.
North Macedonia and China: trade agreements and EU candidate status
North Macedonia has been a CEFTA member since 2000, signed the Stabilisation and Association Agreement with the EU in February 2001, and gained candidate status in December 2005, alongside free trade agreements with Turkey and Ukraine (trade.gov, Trade Agreements, accessed 7 October 2026). Since 1 July 2025, the country has even cut its customs duty on American products to zero (same source). No bilateral agreement with China was found in these sources: a Chinese import therefore follows the standard national tariff.
EU accession negotiations officially began on 19 July 2022, but no chapter has been opened since screening finished in December 2023. Customs duty and import VAT: full calculation
The Macedonian customs tariff runs from 0 to 35% depending on the tariff line in 2024, with raw materials remaining duty free, new or used vehicles at 5%, except those made in the EU where the duty drops to 0%; excise duties are added on alcohol, tobacco, mineral oils and passenger vehicles (trade.gov, Import Tariffs, accessed 7 October 2026). VAT is calculated on the customs value plus duty and excise (same source), with a standard rate of 18%, a reduced rate of 5% on food, medicines and solar energy, and an intermediate rate of 10% on certain non-essential products since 2023.
Example on a customs value of 10,000 dollars, at the median rate of 15% excluding excise: customs duty 1,500 dollars, VAT base 11,500 dollars, VAT at 18% i.e. 2,070 dollars, total charges 3,570 dollars. Mandatory documents, licences and products subject to authorisation
An import requires the usual commercial and transport documentation, the customs declaration, the certificate of origin and the quality control certificates expected for the relevant product family; the Macedonian customs administration joined the common EU and EFTA transit system on 1 July 2015, which eases transit through neighbouring countries (trade.gov, Import Requirements and Documentation, accessed 7 October 2026). Technical standards and alignment with the EU acquis
Macedonian standardisation bodies apply the WTO's code of good practice for the preparation and adoption of standards, as part of a gradual alignment with European frameworks driven by candidate status (trade.gov, Standards for Trade, accessed 7 October 2026). No automatic, general equivalence with CE marking was confirmed in these sources: check product family by product family with the Institute for Standardisation of the Republic of North Macedonia before settling on a specific technical reference.

TIRZ free economic zones: a lever for industry, not for local resale
North Macedonia has thirteen technological and industrial development zones, the TIRZ, overseen by a state directorate based in Skopje. A company that sets up there benefits from a full exemption from corporate tax and customs duty, 100% foreign ownership, a land lease at a token price and direct state aid of up to one million euros (fez.gov.mk, accessed 7 October 2026). Vehicles weighed on entry and exit, an invoice in three copies and a single customs document govern every movement of goods within the zone (same source).
This regime targets production destined for export, not import for resale on the Macedonian market: a finished product leaving a TIRZ for the domestic market falls back under the standard customs regime described above, to be checked with the zone operator before any plan to set up there.
Transit via Thessaloniki, a landlocked country, and recommended Incoterms
North Macedonia has no sea access: freight from China transits through a regional port, most often Thessaloniki in Greece, before onward carriage by road or rail to Skopje. FOB departure from southern China remains the clearest Incoterm for a first order, leaving the buyer in control of choosing the freight forwarder and the route via Thessaloniki. CIF or CFR are suitable if an intermediary already organises freight to the Greek port. DDP remains inadvisable unless the Chinese supplier is itself registered as a customs declarant in North Macedonia.
