Importing from China to Mongolia: customs, MASM and Zamyn-Üüd in 2026

Importing from China to Mongolia raises a question few other countries in this guide pose with the same intensity: with no sea access and landlocked between Russia and China, Mongolia depends almost entirely on its southern neighbour, via the Erenhot and Zamyn-Üüd crossing and a Chinese transit right through to the port of Tianjin. This article brings together, with sources, the rates, documents and corridors that matter to a Mongolian importer, as at 7 October 2026.

What Mongolia imports from China: a rare degree of trade dependence

China accounts for 38.7% of Mongolia's total imports, valued at 9.6 billion dollars, and 86% of its exports, at 16.2 billion dollars, in 2023, according to data cited in the Wikipedia article on the economy of Mongolia, accessed 7 October 2026. Mongolia's profile on the World Bank's WITS portal, accessed the same day, instead puts total imports at around 8.75 billion dollars for the latest available year, a discrepancy that comes down to the reference year used by each source: to be cross-checked with Mongolian or Chinese customs before building an import budget.

A landlocked country: the Erenhot and Zamyn-Üüd crossing, transit via Tianjin

Mongolia has no sea access and depends on its only two neighbours, Russia and China, for all trade beyond its border, according to the Wikipedia article devoted to the country, accessed 7 October 2026. China has granted Mongolia a transit right through the port of Tianjin, giving it indirect access to Asia-Pacific shipping routes, according to the Wikipedia article on China-Mongolia relations, accessed the same day.

The Erenhot crossing on the Chinese side, and Zamyn-Üüd on the Mongolian side, carries the bulk of overland traffic between the two countries. Erenhot, opened to international trade in 1992, has grown from 8,000 residents to around 100,000 counting migrant workers, and is the sole entry and exit point of the central corridor of the China-Europe rail freight route, according to Wikipedia, accessed 7 October 2026. In early September 2024, combined crossings through the road and rail posts had jumped 95% year on year to reach 1.75 million, and 442,000 transport vehicles had crossed the border over the same period, according to the same source; a round-the-clock freight crossing was trialled there from April 2024.

On the Mongolian side, Zamyn-Üüd, on the historic Beijing-Ulaanbaatar route, recorded more than 950,000 crossings in 2004; a 900-hectare free economic zone was created there in 2004, and an expanded road border facility opened in 2013 to cut crossing times, according to Wikipedia, accessed 7 October 2026.

Customs duty, VAT and excise tax on imports: rates and calculation

Import VAT stands at 10% on goods, services and works imported, exported or sold in Mongolia, according to PwC Worldwide Tax Summaries, accessed 7 October 2026. Customs duty ranges from 5 to 40% depending on the type of goods; condensate gas, petroleum oils, crude oil and bituminous oils, automatic data processing machines, electrical equipment and parts, medical equipment and pedigree livestock are exempt, still according to the same source. Export duties, conversely, apply to raw camel wool, wood and wood products.

Example on a customs value of 10,000 dollars, at an indicative median rate of 20%: customs duty 2,000 dollars, VAT base 12,000 dollars, VAT at 10% equals 1,200 dollars, i.e. 3,200 dollars in charges before any excise. The actual rate depends entirely on the tariff code applied: to be confirmed before negotiating a price with the factory.

  • Customs duty: 5 to 40% of the customs value depending on the tariff line
  • Import VAT: 10%, on the customs value plus duty
  • Excise on imported petrol and diesel: from 0 to 850,000 tugriks depending on the point of entry
  • Excise on imported vehicles: from 750,000 to 65,975,000 tugriks depending on age, type and engine size
  • Excise on imported tobacco and alcohol, depending on the product

Documents and customs clearance steps: what remains to be verified

Our open sources for this research, PwC Worldwide Tax Summaries and the official MASM website, do not detail the full list of documents required for a commercial import from China: point not confirmed. Standard international import practice, commercial invoice, packing list, transport document and customs declaration, likely applies, but each item should be reconfirmed with the General Authority for Customs of Mongolia or a freight forwarder before placing an order, as should the actual clearance time at the Zamyn-Üüd post.

A separate licence is likely for the excisable products listed above, as well as for products regulated by MASM, covered below: this point also remains to be confirmed product by product.

MASM: standards, certification and regulated products

The Mongolian Agency for Standardization and Metrology, MASM, runs three functions according to its own official website, accessed 7 October 2026: technical standardisation, metrology, and conformity certification of products, services and systems. Its head office is on Peace Avenue, in the Bayanzürkh district of Ulaanbaatar. The website does not publicly detail the list of product families subject to mandatory pre-import certification: to be checked directly with MASM or an accredited body before any production run, a step Sorva can manage as part of a regulatory compliance review.

Rail between China and Mongolia: track gauges, corridor and recommended Incoterms

Rail remains, alongside road, the main mode of overland transport between the two countries, but a change of gauge complicates the crossing at Erenhot: China uses standard gauge, 1,435 mm, Mongolia uses Russian gauge, 1,520 mm, which requires a bogie change or transhipment at the border, according to Wikipedia, accessed 7 October 2026. The Xilinhot-Erenhot line, opened in October 2016, has boosted rail capacity on the Chinese side.

A new link, Gashuunsukhait-Ganqimaodu, began construction on 14 May 2025; it is set to add 30 million tonnes to annual coal transport capacity, bringing Mongolia's total coal export capacity to 120 million tonnes by 2030, according to Wikipedia on China-Mongolia relations, accessed 7 October 2026. This project targets Mongolian coal exports, not imports from China, but it illustrates the scale of rail investment under way between the two countries.

For goods bought in southern China, the journey is lengthened either by the gauge change at Erenhot or by sea transit to Tianjin followed by rail or road to Ulaanbaatar: we found no official, verifiable transit time for either route, so ask your freight forwarder at the time of booking. FOB departure from a southern Chinese port or rail station remains the safest choice for a first order; DDP remains inadvisable unless the Chinese supplier is itself a customs declarant in Mongolia, which is never the case.

Payment, steps in an order, and what Sorva does for you

Always pay the Chinese supplier into their business account, never a personal account, and verify with a direct phone call any change of bank details received by email before any transfer: this type of fraud remains common in sourcing.

A first order follows a precise sequence: specifications, factory vetting, an approved sample, a proforma invoice with Incoterm, production monitoring, pre-shipment inspection, MASM requirements checked where the product falls under them, freight to Erenhot or to Tianjin depending on the chosen route, then customs clearance by the Mongolian importer or their freight forwarder at Zamyn-Üüd.

Sorva is a sourcing and trading house based in Guangzhou, in the Tianhe district, backed by a Chinese subsidiary and a parent company in France. Our Chinese-speaking team finds and vets factories, arranges samples and negotiation, has quality checked before loading, and organises freight to the chosen crossing point, while gathering the documents needed for your MASM file. Sorva never acts as the official importer in Mongolia and does not clear goods locally: that role stays with the client or their local freight forwarder. Our base offer is invoiced in dollars, with options specific to the region quoted on request.

Cha kukumbuka

Key point: in Mongolia, a landlocked country where China already accounts for 38.7% of imports, customs duty ranges from 5 to 40% and VAT remains at 10%, but the exact clearance documents and the list of products subject to MASM remain to be checked case by case. First step: have the tariff code for your product and the actual route, via Erenhot or via Tianjin, confirmed before negotiating a price with the factory.
