
Importing from China to Mali: Customs Duties, VAT and Corridors in 2026
Importing goods from China to Mali means paying the ECOWAS common external tariff, Malian VAT and several community levies, then routing the shipment through the port of Dakar or the port of Abidjan, since Mali has no seaboard. This article details every cost, every document and every step, with sources and dates.
What Mali imports from China: a landlocked market with promising niches
Mali has no seaboard: any goods coming from China arrive via a neighboring country, either Senegal through the port of Dakar or Côte d'Ivoire through the port of Abidjan, before traveling several hundred kilometers overland to Bamako. This constraint steers demand toward products whose added value stays comfortably above the extra logistics cost.
Trade has grown sharply: China exported 1.01 billion dollars worth of goods to Mali in 2024, led by electrical and electronic equipment (301.57 million), machinery (227.52 million) and vehicles (197.43 million), according to Comtrade. China's ambassador to Mali cited 1.6 billion dollars in total trade for 2025, up 170% year on year, a declarative figure to treat as an order of magnitude rather than an official statistic (as of 27 September 2026).

Trade and customs relations between Mali and China
Mali is a member of the WTO, WAEMU and ECOWAS. Goods imported from China, a country outside these unions, fall under the standard ECOWAS/WAEMU regime: no bilateral Mali-China agreement lowering entry duties has been identified as of 27 September 2026.
The reverse flow has changed: since December 2024, a range of Malian products (mineral raw materials, cotton, sesame, groundnuts, mangoes) has entered China duty-free. This exemption applies only to Malian exports: it does not change the duties Mali applies on imports.

Customs duties, VAT and import levies: the full calculation
Mali applies the ECOWAS common external tariff (CET) in five bands, the fifth added by ECOWAS in 2013: 0% (essential social goods), 5% (raw materials and capital goods), 10% (intermediate goods), 20% (final consumer goods), 35% (a restricted list of specific goods). It has applied to imports from outside the union since January 2020, regardless of country of origin, China included.
Two further levies apply on the same customs value: 0.5% for the Alliance of Sahel States (AES) on imports not originating from an AES member, in place since March 2025 (replacing the former ECOWAS levy, which is not due on goods from another WAEMU country); and 0.2% for the African Continental Free Trade Area (AfCFTA), on imports from outside the African Union, the category China falls into. Then comes import VAT, at 18% on the customs value plus the duties and levies already paid; a reduced 5% rate reportedly applies to computer equipment and renewable energy equipment, to be confirmed at clearance. A special solidarity contribution (CSS) of 0.5% has also existed since February 2025, but it does not add to the cost of an import: based on the turnover of Malian companies subject to corporate or business income tax, it is declared monthly in the same way as VAT on domestic operations.

Required documents and prohibited or licensed products
A compliant import relies on a precise file: commercial invoice, packing list, transport document, import intent declaration and, depending on the product, certificate of origin, phytosanitary certificate or special authorization. Clearance runs on ASYCUDA World: customs entry, placement under customs control (T1 transit document), detailed declaration, inspection under the green, yellow or red channel, then release.
Some products are banned outright: narcotics and foreign goods presented as being of Malian origin. Others require prior ministerial authorization: medicines, veterinary products, vehicles larger than a sedan, weapons and ammunition, tobacco, and fine-mesh fishing nets. Standards, certification and pre-shipment inspection
AMANORM, the Malian standardization and quality promotion agency, a public body created by ordinance of 19 March 2012, sets Malian standards, has issued the Malinorm mark since November 2015, and represents Mali at the ISO and at ECOWAS.
Mali requires pre-shipment inspection above an FOB value of 3,000,000 CFA francs, with no threshold for full or partial containers: the inspection is entrusted to Bureau Veritas, through its Bivac subsidiary, which issues a certificate of conformity that clearance depends on. This threshold is worth reconfirming with the Business Advisory Unit of Malian customs.

Ports, corridors and incoterms: bringing goods in from southern China
Two overland corridors connect Mali to the sea. The first starts at the port of Dakar, Senegal, roughly 1,230 kilometers from Bamako: the most used route, but lead times there have lengthened considerably, a container that once reached Dakar in eight days can now take fifteen days or more before pickup, due to port congestion and the Kidira crossing. The second runs through the port of Abidjan, Côte d'Ivoire, whose volumes bound for Mali rose from 835,216 tonnes in 2024 to 1.47 million tonnes in 2025; a multimodal rail-road corridor via Burkina Faso opened in April 2026.
For freight leaving southern China: a sea leg to Dakar or Abidjan, then an overland leg of anywhere from several days to several weeks depending on congestion. Air freight, more expensive, remains reserved for urgent shipments. An FOB purchase at the Chinese port, paired with a freight forwarder who handles the rest of the journey to Bamako, keeps visibility over every step; a DDP term never relieves the Malian importer of its declaration obligations.

Payment, currency and the steps of a first order
Mali uses the CFA franc (XOF), pegged to the euro at a fixed rate (655.957 CFA francs per euro since 1 January 1999): conversion to the supplier's dollars or yuan runs through the euro, with no CFA franc-euro exchange risk. Payment should go to the factory's business account, never a personal account; a change of bank details received by email should be verified through another channel before any transfer.

- Have the Chinese supplier vetted and validate a sample
- Sign a proforma invoice specifying the incoterm and payment terms
- Quality control before loading, then pre-shipment inspection if the FOB threshold is exceeded
- Choose the corridor, Dakar or Abidjan, with a freight forwarder who knows current lead times
- Gather the clearance documents before the Malian border

What Sorva does for a client in Mali
