Importing From China to Rwanda: Customs, RSB and Corridors in 2026

Importing from China to Rwanda means dealing with three realities at once: the East African Community's common external tariff, standards verified by the Rwanda Standards Board, and the absence of a coastline, which forces every container to transit through Mombasa or Dar es Salaam before the road to Kigali. This article gathers, with sources, the rates, documents and timelines that matter for a Rwandan importer, as of 27 September 2026.

What Rwanda Imports From China: Key Growth Niches

Rwanda's total imports reached 6.53 billion dollars in 2024, mostly machinery and transport equipment, vehicles, food, manufactured goods and fuels; China ranks among the top suppliers, alongside Tanzania, India, Kenya and the United Arab Emirates, according to the US government's trade guide.

The flow from China is growing fast: in the first quarter of 2026, Rwandan imports from China reached about 355.5 million dollars, against 95 million dollars of exports, a bilateral deficit of around 261 million dollars, according to Rwandan business media.

Trade and Customs Relations Between Rwanda and China

Rwanda is a member of the East African Community, alongside Kenya, Tanzania, Uganda, Burundi, the DRC, Somalia and South Sudan, and applies the union's common external tariff to goods from third countries, including China. No bilateral agreement lowers this tariff. The reverse movement exists: since December 2024, China has granted duty-free access to least developed countries, which includes Rwanda, without changing Rwanda's import tariff.

On the logistics side, Rwanda and Tanzania signed an agreement on 25 July 2025 opening a Tanzania Ports Authority liaison office in Kigali, effective for the 2026-2027 fiscal year, with an announced reduction of more than 80% in central corridor transit times (details below). The import declaration goes through the electronic Single Window, whose switch to ASYCUDA World in 2025 cut import clearance times by about 40%.

Customs Duties and Import Taxes: How to Calculate Them

The East African Community's common external tariff, in force since 1 July 2022, has four bands: 0% for capital goods and raw materials, 10% for intermediate goods not available in the region, 25% for intermediate goods available in the region, and 35% for finished goods, with a category of sensitive products taxed above 35% under Annex 2 of the tariff.

Added to this are VAT, a refundable withholding tax available with a valid tax clearance certificate, an infrastructure levy, an African Union levy and, since Law No. 010/2025, an environmental tax on plastic packaging (rates below), plus a variable excise duty on certain products, not detailed in public sources.

Example, 35% band, CIF value of 10,000 dollars: duty 3,500, infrastructure levy 150, African Union levy 20, 18% VAT on 13,670, about 2,461. Total excluding withholding tax: about 6,131 dollars, 61% of CIF; with the 5% withholding (500 dollars, advanced then recoverable), the immediate outlay approaches 66%.

Mandatory Documents to Clear an Import

The file is submitted exclusively online through the Single Window: paper is no longer accepted, except in exceptional contingency. The importer attaches the commercial invoice, packing list, bill of lading or air waybill, its tax and VAT number, and a certificate of origin. Two regimes add requirements: pharmaceuticals require electronic approval from the food and drug authority, agricultural goods a phytosanitary certificate.

Standards, RSB Certification and Pre-Clearance Inspections

The Rwanda Standards Board sets national standards and manages their verification. Health, safety and environmental standards are mandatory for imports as well as local production: a covered product needs its authorization, combined if necessary with that of the food and drug authority, before the Single Window issues the release order that allows customs to clear the goods. Electrical and electronic goods are covered, with a quality and energy efficiency requirement.

RSB also offers S-Mark product certification in ten steps: online application, fee unless an SME exemption applies, factory audit, laboratory testing, decision by an independent committee, then certificate and surveillance audits over five years. Amounts and timelines are not published: request a quote before any targeted production run.

Prohibited or Licensed Products

Rwanda has banned the manufacture, import, use and sale of plastic bags and single-use plastic items since Law No. 17/2019 of 10 August 2019, which extends a 2008 ban. A violating import risks confiscation and a fine equal to ten times the value of the items: a Chinese shipper who packs in plastic must be warned before shipment, not after being blocked at customs.

Second-hand clothing and shoes are not banned but have been heavily taxed since 2016, up to 2.50 dollars per kilogram for clothing and 3.00 dollars for shoes, compared with about 0.20 dollars before, to protect the local textile industry; the exact rate is worth reconfirming before any shipment. Since 18 August 2025, every imported vehicle must prove compliance with the Euro 4 standard, except vehicles under two years old; electric vehicles remain duty-exempt until June 2028.

Corridors, Ports and Recommended Incoterms From Southern China

Rwanda has no coastline and depends on two corridors. The northern corridor links Kigali to Mombasa in Kenya via Uganda, about 1,600 kilometers and four days by road. The central corridor links Kigali to Dar es Salaam in Tanzania, about 1,400 kilometers, also four days, and carries about 70% of imported fuel. The Isaka dry port, an outpost of Dar es Salaam created in the 1980s to serve Rwanda and Burundi, allows containers to be picked up or dropped off without going all the way to the coast, a role the liaison office opened in Kigali in July 2025 is meant to strengthen.

From southern China, freight most often departs from Guangzhou, Shenzhen or Yantian. Our sources did not provide a single verifiable ocean transit time to these East African ports: ask your freight forwarder, then add the four days by road to Kigali. FOB from southern China works when the buyer organizes the rest themselves; CIF or CFR work when a freight forwarder handles it. DDP remains discouraged, since the Chinese seller is not a customs declarant in Kenya, Tanzania or Rwanda.

Payment, Order Steps and What Sorva Does for You

Keep in mind that in Rwanda, the real cost of an import runs well above the customs duty once VAT, withholding tax and development and African Union levies are added, and that the container still travels hundreds of kilometers after the port. First step: check your product's tariff band and choose the corridor, northern or central, with your freight forwarder before starting production.
