What Côte d'Ivoire imports from China, and the trade framework between the two countries
China has been Côte d'Ivoire's leading supplier since 2016, accounting for 15.7% of imports in 2024, worth 2.5 billion euros, down 4.5% year on year, according to the French Treasury. The port of Abidjan, one of the busiest in West Africa according to the US Commercial Service, handles most of this traffic and also serves as a transit hub for neighboring landlocked countries.
Ivorian imports break down into consumer goods (43.7%), intermediate goods (31.5%), and capital goods (20%), which explains the steady flow of Chinese vehicles, construction equipment, appliances, electrical equipment, and textiles.
There is no free trade agreement between Côte d'Ivoire and China: Chinese goods enter under the World Trade Organization's most favored nation treatment, with the same common external tariff applied to any other country outside WAEMU.

Customs duties, VAT, and the real cost of importing from China
The ECOWAS Common External Tariff classifies each product into one of five bands: 0% for essential goods such as medicines, 5% for raw materials and capital goods, 10% for intermediate goods, 20% for final consumer goods, and 35% for a list of sensitive products, according to the US Commercial Service. The simple average rate is around 12%. A 1% statistical levy and a 2.6% import tax apply to most goods, on top of the 18% VAT, which is calculated on the CIF value plus these duties and taxes. Minimum import prices also apply to cooking oil, sugar, broken rice, and milk.

Documents required to clear a Chinese shipment through customs
Customs clearance goes through the Single Window for Foreign Trade (GUCE), which links customs, the port, and the airport, where the importer or their customs broker files an import declaration before arrival. Almost all importers use a licensed customs broker for the formalities.

Standards, the certificate of conformity, and pre-shipment inspection
CODINORM, the Ivorian standardization body created in 1992, provides technical management of the Program for Verification of Conformity (PVoC) for standards made mandatory on imported, exported, or locally manufactured products. This program has been active since 16 July 2018, under Decree No. 2017-567 of 6 September 2017.
Decree No. 2025-418 of 18 June 2025 renewed this scheme with four accredited operators: BIVAC (Bureau Veritas), Cotecna, Intertek, and SGS. The Chinese exporter contacts one of them as soon as the order is placed, for a documentary, physical, and value inspection; the operator issues a certificate of conformity, or a non-conformity report, before shipment. The program covers food products and electrical and electronic goods in particular; some industrial inputs qualify for a twelve month exemption upon prior registration.

Certain goods, agricultural, chemical, pharmaceutical, and military, require prior import authorization before ordering, according to the US Commercial Service. Food products require a health or phytosanitary certificate, and pharmaceuticals require authorization from the Ministry of Health.
Used vehicles are subject to an age limit set by Decree No. 2017-792 of 6 December 2017, in force since 1 July 2018, counted from the date of first registration abroad, not the manufacturing date. An exemption applies to the relocation of Ivorian diplomats and civil servants posted abroad.

Ports, shipping from southern China, Incoterms, and paying safely
The Autonomous Port of Abidjan handles most of the containerized traffic, with a second container terminal completed and the Vridi Canal widened since 2019 for larger vessels; San Pedro handles part of the conventional and agricultural cargo. From Shenzhen or Guangzhou, a direct service quotes an indicative transit time of thirty to forty five days to Abidjan, and fifty five days or more with transshipment, according to specialized freight forwarders.
A FOB Incoterm gives the Ivorian buyer control over transport and insurance, worth comparing between freight forwarders; a CIF Incoterm simplifies the process but gives less visibility on the real cost. Payment to China falls under BCEAO foreign exchange rules: since 1 August 2025 (Instruction No. 002-07-2025), the mandatory bank domiciliation threshold for imports is 20,000,000 FCFA, up from 10,000,000 FCFA previously.
Always pay into the Chinese company's business account, never a personal account, and refuse any change of bank details received by email: this type of fraud targets buyers dealing with a factory that has never been verified on site.
