Trade and customs relations between Angola and China

No bilateral free trade agreement has been identified: trade remains governed by most-favored-nation status at the WTO. Angola remains classified as a least developed country by the UN, its graduation planned for February 2023 having been postponed to 2023 and then 2024. Since May 1, 2026, China has applied duty-free treatment to 53 African countries including Angola: a measure that eases Angola's exports to China, not the direction that matters to an importer.

Angola does not belong to the Southern African Customs Union (South Africa, Botswana, Eswatini, Lesotho, Namibia): it applies its own national pauta aduaneira, under revision since a draft examined on October 25, 2023 (5,953 lines in four groups, replacing the 2018 pauta). Customs duties and import VAT: how they are calculated

The Angolan customs tariff is organized into four bands: exemption for raw materials and agricultural inputs, 2 to 10% for intermediate and capital goods, 10 to 30% for everyday consumer goods, 40 to 60% for sensitive products (health, environment). The simple average tariff stood at 11.65% in 2023, with a trade-weighted average of 8.52%, a maximum of 70% and 35.74% of lines duty-free, according to the World Bank. Cabinda applies a separate regime.

VAT, at the standard rate of 14%, is calculated on the customs value plus the duty, not on the goods alone; a reduced rate of 5% applies to basic food products, and 1% in Cabinda since presidential legislative decree no. 4/22 of July 23, 2022 (down from 2% previously). Example on a CIF value of $10,000 at a 20% duty rate (10-30% band): duty of $2,000, VAT base of $12,000, VAT of $1,680, for a combined total of $3,680, or 36.8% of the CIF value. Documents required to clear an import through customs

Since February 13, 2015, every application for a shipment certificate for Angola must be accompanied by the Documento Único bearing the import license number. The certificate, also called ARC or Waiver, can be requested up to 72 hours before loading and is issued within 12 hours, through an agent approved by the Conselho Nacional de Carregadores.

Standards, certifications and pre-shipment inspections

Unlike several neighboring countries, Angola no longer requires a pre-shipment inspection since presidential decree no. 63/13 of June 11, 2013: this step remains optional. No mandatory certification program comparable to those seen elsewhere on the continent has been identified for common products: the sectoral licenses already mentioned serve that purpose instead.

The Instituto Angolano de Normalização e Qualidade, established on October 25, 1996 under the Ministry of Industry, remains the national body for standardization, metrology and conformity assessment; an ongoing reform is merging it with the Angolan accreditation institute. In the absence of a mandatory arrival inspection, quality control carried out in China before loading remains the only real protection against non-conforming goods.

Products banned or subject to license, and exchange controls

Three decrees govern sensitive products. Decree 34/15 (2015) introduces quotas on 14 food and beverage categories, with implementation remaining undefined. Decree 23/19 (January 14, 2019) gives priority to Angolan-origin products in 54 categories. Decree 63/21 (March 17, 2021) has required, since June 15, 2021, bulk packaging of at least one tonne for certain products. License processing times remain the main obstacle reported by retail importers.

Every import must be settled through a bank domiciled in Angola: without this step, an invoice cannot legally be paid. The National Bank of Angola maintained, in early 2026, an official rate close to 912 kwanzas per dollar, set since December 23, 2024, against a parallel rate about 23% higher in the first quarter of 2026. Ports, sea and air routes, recommended Incoterms

The port of Luanda handles most maritime traffic, estimated at around 80% of Angola's foreign trade according to several logistics platforms. Its port authority reported, as of June 24, 2026, vessel turnaround of 24 to 48 hours, 85% utilization, 75% reliability and 1 to 2 hours of anchorage waiting time. Lobito and Cabinda handle more limited regional traffic.

From southern China, freight most often departs from Guangzhou, Shenzhen or Yantian; no single, verifiable transit time to Luanda was found, so have this confirmed by your freight forwarder. Air freight is reserved for urgent or light shipments. Free On Board from a southern China port works if the buyer arranges transport; Cost and Freight to Luanda if an intermediary handles it. Delivered Duty Paid remains inadvisable as long as the Chinese seller is not a registered customs declarant in Angola.
