
Importing from China to Azerbaijan: customs, VAT and the Middle Corridor in 2026
Importing from China to Azerbaijan relies on a customs regime with only three bands, 0, 5 and 15%, on 18% VAT calculated after duty, and on a land and sea corridor, the Middle Corridor, which links China directly to Europe via the Caspian and the port of Baku-Alat without passing through the Red Sea. This article brings together, with sources, the rates, documents and reference points useful to an Azerbaijani importer, as of 7 October 2026.
What Azerbaijan imports from China, and the weight of the corridor
China remains Azerbaijan's leading supplier: in the first half of 2025, Chinese exports to Azerbaijan rose from 1.63 to 2.04 billion dollars, a clear year-on-year increase (International Trade Administration, Azerbaijan Country Commercial Guide, market overview, updated 12 January 2026, consulted on 7 October 2026).
The country is banking on its position as a crossroads between Asia and Europe: the port of Baku, on the Caspian, handled 7.6 million tonnes of goods in 2024, with containerised traffic up 73% year on year, driven by the development of the Middle Corridor, the trans-Caspian trade route (same source).

Azerbaijan and China: no free trade agreement, a rapprochement via the WTO
Azerbaijan has only concluded free trade agreements with nine countries of the former Soviet space, Russia, Ukraine, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Moldova and Belarus; no such agreement exists with China (International Trade Administration, Azerbaijan Country Commercial Guide, trade agreements, consulted on 7 October 2026). Chinese goods therefore enter under the standard customs regime.
Azerbaijan has been negotiating WTO accession since 2004, a process long slowed by an import substitution policy; in June 2025, the country concluded its bilateral market access negotiations with China, an important step towards accession, but one that does not in itself constitute a preferential trade agreement with Beijing (same source).

Customs duties and import VAT: the three bands and the calculation
Since 2018, the Azerbaijani customs tariff has had only three ad valorem bands: 0% for raw materials and machinery, 5% for intermediate products, and 15% for finished products and most agricultural goods (International Trade Administration, Azerbaijan Country Commercial Guide, customs duties, consulted on 7 October 2026). Classification follows the Harmonized System recognised by the WTO.
VAT applies at the standard rate of 18% on the value of goods as determined under customs legislation, plus duties and taxes other than VAT itself: customs duty therefore falls within the taxable base (PwC, Worldwide Tax Summaries, Azerbaijan taxation, consulted on 7 October 2026).
Example on a batch of finished products with a customs value of 10,000 dollars, in the 15% band: customs duty of 1,500 dollars, 18% VAT on 11,500 dollars, i.e. 2,070 dollars, a total of around 3,570 dollars before transport. On a machine classed in the 0% band, only the 18% VAT applies, i.e. 1,800 dollars. The exact band depends on the Harmonized System code used.

Required documents and the steps of customs clearance
The State Customs Committee requires, for any import, a signed contract with its reference number, a customs declaration, a bill of lading, a commercial invoice, a packing list, a certificate of origin and a certificate of quality for the goods, together with authorisations from the relevant state bodies where the product requires them (International Trade Administration, Azerbaijan Country Commercial Guide, import documents, consulted on 7 October 2026).
Customs clearance has relied since 2016 on an electronic declaration system set up by the State Customs Committee, presented as a gain in transparency and efficiency; delays and areas of opacity nonetheless remain according to the same source, to be factored into the timetable of a first order.

AZSTAND, labelling, and prohibited or licensed products
The Azerbaijani Standardization Institute, AZSTAND, certifies products and management systems, publishes national standards and represents the country at ISO, IEC and CEN; in February 2026 it obtained the right to publish IEC standards directly in Azerbaijan (AZSTAND, official website, consulted on 7 October 2026). Our online sources did not detail the list of products subject to compulsory certification before import: to be reconfirmed with AZSTAND or a freight forwarder before starting production of a regulated product.
Labelling must appear in Azerbaijani before customs clearance, with English tolerated as a supplement: product and brand name, manufacturer's name and address, country of origin, expiry date, net weight, instructions for use and storage, and licensing or certification details where applicable (International Trade Administration, Azerbaijan Country Commercial Guide, labelling, consulted on 7 October 2026). A product with a shelf life of more than three years is in principle not allowed to be sold in the country.
Weapons, military equipment and explosives, nuclear and radioactive materials, narcotics, blood and blood products, and uncut rough diamonds are strictly prohibited; prior authorisation is required for wild fauna and flora, antiques, medical equipment, insecticides and veterinary medicines (same source).

The Middle Corridor, the port of Baku-Alat and recommended Incoterms
The Middle Corridor, or Trans-Caspian International Transport Route, links Southeast Asia and China to Europe via Kazakhstan, a crossing of the Caspian Sea by rail ferry, then Azerbaijan, Georgia and Turkey: the geographically shortest route between western China and Europe, an alternative to the northern route via Russia and to the sea route via the Suez Canal (Wikipedia, article Middle Corridor, consulted on 7 October 2026). Volumes carried had already doubled in 2022, to around 3.2 million tonnes, a partial shift from the northern route, which fell 34% the same year (same source).
In January 2025, the government approved a second expansion phase for the port of Baku-Alat, which will raise its annual capacity from 15 to 25 million tonnes and up to 500,000 TEU; the Alat Free Economic Zone, 850 hectares opened in 2023, already counts seven operational investors (International Trade Administration, Azerbaijan Country Commercial Guide, transport and logistics, consulted on 7 October 2026). The Baku-Tbilisi-Kars railway, in service since 2017, extends the corridor towards Turkey and Europe.
We found no guaranteed transit time for a shipment from southern China to Baku via the Middle Corridor: to be requested from a freight forwarder specialising in this route, which combines rail and a sea crossing of the Caspian. FOB at the Chinese port remains the clearest Incoterm for a first order; DDP is inadvisable unless the Chinese supplier is itself registered as an importer in Azerbaijan.
