
Importing from China to the UAE: customs, VAT and standards in 2026
Importing from China to the United Arab Emirates means dealing with a country that is both a consumer market and a re-export hub to the Gulf and Africa, through its bonded free zones. This article gathers, with sources, the rates, documents and steps useful to an importer based in the United Arab Emirates, as of 27 September 2026.
What the UAE imports from China: strong niches and the country's role as a hub
The United Arab Emirates works less like a closed market than a regional gateway: a significant share of what enters through Jebel Ali moves on to the Gulf, East Africa or South Asia. The Jebel Ali Free Zone (JAFZA), attached to the port of the same name, groups more than 11,000 companies and over 130,000 jobs; it carried 713 billion dirhams of non-oil trade in 2024, up 15% year on year (JAFZA, jafza.ae, accessed 27 September 2026). Goods that stay inside a free zone owe no duty as long as they do not enter the domestic UAE market: this mechanism enables re-export to the Gulf and Africa without double taxation.
These figures describe the country's logistics role, not China's exact share in each category: we did not find a verifiable official breakdown of imports by country of origin. The economic and commercial office of the Chinese embassy reported UAE non-oil trade of 1,900 billion dirhams over the first half of 2026 (ae.mofcom.gov.cn, accessed 27 September 2026).
- Electronics and electrical machinery: 16.0% of non-agricultural import value, 80.4% of it duty free (WTO/ITC/UNCTAD, World Tariff Profiles 2026, 2023 data)
- Mechanical and computer machinery: 10.4% of value, 37.3% duty free
- Transport equipment: 9.9% of value, only 3.6% duty free
- Textiles and clothing: 1.3% and 1.7% of value, with no duty free share
Trade and customs relations between the UAE and China
The United Arab Emirates has been a WTO member since 1996, with 100% of its tariff lines bound (WTO, World Tariff Profiles 2026). The country keeps adding CEPAs, Comprehensive Economic Partnership Agreements: as of 27 September 2026, at least eight are in force (India, Israel, Indonesia, Turkey, Cambodia, Georgia, Costa Rica, Ukraine since July 2026), out of several dozen signed or under negotiation, with no single up to date official list found (The National, thenationalnews.com, accessed 27 September 2026). No agreement with China was identified in our sources: reconfirm before assuming a preferential tariff applies.
The Federal Customs Authority sets national policy, but each emirate keeps its own customs administration: Dubai Customs and Abu Dhabi Customs apply the same tariff, each with its own procedure (trade.gov, accessed 27 September 2026).

Customs duties and import VAT: how they are calculated
The UAE's customs tariff shows a simple average of 4.8% across all products in 2025, and 4.6% for non-agricultural goods. On the categories most imported from China, machinery, electronics, transport, textiles, the published maximum rate caps at 5%: 91.3% of non-agricultural lines fall between 0% and 5%. Beverages and tobacco are the exception, averaging 40.4%, up to 100% (WTO/ITC/UNCTAD, World Tariff Profiles 2026, 2025 data).
VAT applies on top, at 5%, collected by the Federal Tax Authority on the customs value plus duty (tax.gov.ae, accessed 27 September 2026). Example on a CIF value of 100,000 dirhams: 5% duty, or 5,000 dirhams; VAT base of 105,000 dirhams; 5% VAT, or 5,250 dirhams; total of 10,250 dirhams, excluding clearance fees. A VAT registered business recovers this amount in its periodic return rather than bearing it as a final cost.

Documents required to clear an import shipment
A standard import rests on a set of original documents, to be prepared before the goods arrive. The US government's trade guide details the typical list (trade.gov, accessed 27 September 2026).
- Commercial invoice addressed to the importer, showing quantity, description and value of the goods
- Certificate of origin endorsed by a chamber of commerce in the exporting country
- Packing list detailing weight, packaging method and harmonised system code for each item
- Import permit for restricted goods or those benefiting from a duty exemption
- Bill of lading or air waybill
- For food products: a health certificate from the country of origin, and a halal certificate for meat and poultry
- Attestation of invoices and transport documents with the UAE Ministry of Foreign Affairs
- Trade licence from the economic development department of the relevant emirate, or a free zone licence

Standards, certifications and pre-shipment inspections
The Ministry of Industry and Advanced Technology, MoIAT, centralises product compliance for the UAE market: certificates of conformity for regulated and non-regulated products, accreditation and notification of conformity assessment bodies, through the digital portal conformityhub.moiat.gov.ae (moiat.gov.ae, accessed 27 September 2026). We could not verify, from a primary source, the full list of categories subject to mandatory certification, nor a public schedule of costs or lead times: confirm this with MoIAT before starting production, via [email protected]. A pre-loading factory inspection remains the best protection against a non-compliant batch, regardless of the product's certification status.

Prohibited or licensed products
Two categories that feature heavily in orders from China call for systematic checking. Wireless telecommunication devices and connected objects, routers, headsets, drones, smartwatches, fall under the TDRA, which requires device registration and type approval, a customs release permit specific to this equipment, and supplier registration (tdra.gov.ae, accessed 27 September 2026). Food, pharmaceutical and cosmetic products follow separate registration routes, in addition to the import permit already mentioned for restricted goods (trade.gov). A complete list of prohibited products could not be verified in a single source: it falls under the Federal Customs Authority and each emirate's customs department, to be checked by harmonised system code before placing any order.

Ports, sea and air routes from southern China, and recommended Incoterms
Jebel Ali Port, in Dubai, remains the most used sea gateway, attached to the JAFZA free zone described above. Abu Dhabi has its own deep water port, Khalifa Port, operated by Abu Dhabi Ports with several dedicated terminals (adports.ae, accessed 27 September 2026). From southern China, Guangzhou, Shenzhen or Yantian serve both ports through regular services: we did not find a single verifiable transit time, to be requested from your freight forwarder at the time of booking.
Air freight remains reserved for urgent or low volume shipments. FOB from southern China suits a buyer who arranges transport themselves; CIF or CFR when an intermediary handles it through to the UAE port. DDP remains inadvisable as long as the Chinese seller is not itself registered as a customs declarant on site.

Payment, steps of a first order and what Sorva does for you
On payment, common practice remains a deposit at order followed by a balance before shipment, settled exclusively into the Chinese company's business account, never a personal account: a change of bank details received by email should be verified with a direct phone call before any transfer, as this type of fraud remains common in sourcing from China. Exchange rate risk between the dirham and the dollar stays secondary compared with supplier risk on a first order.
A first order follows a precise sequence: specifications, factory verification, an approved sample, a proforma invoice with the chosen Incoterm, regulatory steps (MoIAT or TDRA depending on the product), production follow up, pre-loading inspection, freight to Jebel Ali or Khalifa Port, then customs clearance by the client or their local freight forwarder.
