
Importing from China to Ecuador: customs, IVA and steps in 2026
Since May 1, 2024, a free trade agreement has linked Ecuador and China: it lowers or removes customs duties on part of the tariff lines, while Ecuador's IVA, the local value-added tax, still stays due at 15% in every case, on top of the tax on capital outflows charged when paying the supplier. This article gathers, with its sources, the rates, documents and timelines useful to an Ecuadorian importer, as of September 27, 2026.
What Ecuador imports from China: context and promising niches
Ecuador has more than 18 million people and a nominal GDP of 125 billion dollars in 2024, with inflation of 0.5%, the lowest in Latin America, according to the U.S. Department of Commerce. The country adopted the US dollar as its official currency in 2000: an importer there already invoices in dollars, which removes currency risk, without erasing the tax on capital outflows detailed further below.
In 2022, China was Ecuador's second largest supplier after the United States, with 7.281 billion dollars in imports, or 22.03% of the total, according to the World Bank (WITS). The tariff schedule hints at the promising niches: fibers and raw materials such as cotton, silk and wool enter around 1.6%, while finished apparel climbs to as much as 30%, a gap that favors components and equipment over finished consumer goods.
The China-Ecuador free trade agreement and the customs framework
China and Ecuador signed a free trade agreement on May 11, 2023, which took effect on May 1, 2024, according to the China FTA Network. Ecuador also holds agreements with the Andean Community (1969), the European Union (2017), EFTA (2020), the United Kingdom (2021), Chile (2022) and Costa Rica (2024): China had no preference before its own agreement.
The Servicio Nacional de Aduana del Ecuador, SENAE, oversees customs procedures. Every declaration goes through ECUAPASS, the single-window electronic platform required to clear a shipment, using an electronic signature or a token from the Central Bank of Ecuador to log in, according to the U.S. Department of Commerce.

Customs duties, IVA and other import taxes: the full calculation
In 2023, Ecuador's simple average most-favored-nation (MFN) tariff stood at 11.2%, with 17.4% for agricultural goods and 10.2% for non-agricultural goods, according to the U.S. Department of Commerce; sensitive agricultural lines also follow an Andean price band system that raises the duty when world prices fall. A valid Chinese certificate of origin, once the bilateral agreement applies, brings the duty down on covered lines, to be checked line by line before signing the proforma invoice.
Ecuador's IVA has stood at 15% since April 1, 2024, under executive decree 198, calculated on the customs value plus duties, with a reduced 5% rate on construction materials and a zero rate on a defined list of goods, according to PwC Worldwide Tax Summaries. Example on a CIF value of 10,000 dollars and an illustrative 10% duty: duty of 1,000 dollars, IVA base of 11,000 dollars, IVA at 15% or 1,650 dollars, total of 2,650 dollars before port charges. Paying the Chinese supplier also carries the tax on capital outflows, ISD: 5% at the general rate, 0% for fuels and the pharmaceutical sector, 2.5% for the listed productive sectors, rates unchanged in 2026 according to the SRI, Ecuador's tax authority, as of September 27, 2026. A levy for the child development fund, FODINFA, also applies; its exact rate could not be confirmed from an official source, to be checked with SENAE before finalizing a calculation.

Mandatory documents for an import from China
Every importer must hold a tax ID number, the RUC, issued by the SRI, then register with SENAE and on ECUAPASS. The U.S. Department of Commerce, updated September 2, 2025, recommends a licensed customs broker without requiring one. Some products add a registration specific to their category, to be checked before production starts in China.

Standards and certification before shipping: the role of INEN
The Ecuadorian Standardization Service, INEN, is the national standards body; for certain products, an INEN-1 conformity certificate must be obtained before importing, according to the U.S. Department of Commerce. The product families involved and the exact costs and timelines of an INEN file could not be confirmed from an official source for this article: they should be checked line by line with INEN before confirming an order.

Products banned or subject to licensing on import
COMEX resolution 009-2022 from the Foreign Trade Committee bans, among other things, hazardous and radioactive waste, used clothing, parts and tires, bisphenol A baby bottles, ozone-depleting substances, reptile skins and worked ivory, single-use plastic straws, as well as refurbished phones and satellite decoders classified under 8528.71.00.21 sent by mail, according to the U.S. Department of Commerce. Importing these decoders for consumption requires a non-automatic license from ARCOTEL; antiques, precious stones, human remains, artworks, firearms and live animals require prior ministerial authorization, while used special-purpose vehicles remain duty-free as donations.

Ports, routes from southern China and recommended incoterms
Guayaquil, on the Pacific coast, ranks among the country's three main economic hubs alongside Quito and Cuenca, according to the U.S. Department of Commerce, and remains in practice the main sea entry point for freight from Asia. Exact containerized traffic and transit times from southern China could not be confirmed from an official source, best requested from a freight forwarder.
FOB works when the buyer arranges transport from China directly; CIF or CFR hands that organization to an intermediary as far as Guayaquil. DDP is not advisable as long as the Chinese supplier is not a registered customs declarant in Ecuador, which in practice it never is.

Since the dollar is the currency on both sides, an order invoiced in dollars undergoes no currency conversion; the ISD, however, applies at the moment the importer pays the Chinese supplier, at the rate detailed above. Since 1 January 2026, a new phase in the tariff dismantling under the Ecuador-China free trade agreement, in force since May 2024, has cut customs duties on dozens of categories of Chinese products, from toys to machinery, steel and plastics.
