Importing from China to Ukraine remains possible despite the war: the Danube corridors, the railway lines bordering the European Union, and the Black Sea humanitarian corridor keep the country connected to global trade. This article gathers, with sources, the rates, documents and steps that matter for a Ukrainian importer, as of 27 September 2026.
What Ukraine imports from China: niches and wartime context
The official US trade guide for Ukraine, updated on 11 May 2026, places reconstruction, energy, information technology, healthcare and transport among the promising sectors of the Ukrainian economy, alongside agrifood, defense and critical minerals. These are families where China, a major supplier of electrical equipment, machinery and construction materials, naturally holds a sourcing role.
The World Trade Organization's tariff profile confirms that China remains a major trading partner: in 2024, Ukraine sold it 2,555 million dollars of agricultural products and 1,741 million dollars of non-agricultural products. Our sources provide no verifiable bilateral figure in the other direction, the value of Ukrainian purchases from China: to be confirmed with the State Customs Service.
A bilateral fund of 150 million dollars, the U.S.-Ukraine Reconstruction Investment Fund, targets infrastructure, energy and critical minerals according to the same guide, a sign of equipment needs well suited to Chinese sourcing.

Trade agreements and customs relations with China
Ukraine has been a WTO member since 2008, with 100% tariff binding coverage across all its lines, according to the country's 2026 WTO tariff profile. China has been a WTO member since 2001. No free trade agreement between the two countries appears in our sources: the same tariff profile shows that in 2024, Ukrainian exports to China received no notable preferential margin, unlike what they obtain toward the European Union.
The consequence: Chinese goods enter Ukraine under the same tariff regime as goods from any non-preferential partner. The official US import tariff guide is explicit: Ukraine applies a single duty rate to all its partners, including the United States, which applies equally to China.
Customs duties, VAT and import taxes: rates and calculation
Ukraine's WTO tariff profile (2025 data) gives a simple average most-favored-nation duty rate of 4.3% across all lines, 9.1% for agricultural goods and 3.6% for non-agricultural goods; the bound ceiling is 5.8%. The official US guide specifies that the overwhelming majority of tariff lines are ad valorem, with only 1.5% using a specific or mixed tariff.
The rate depends on the product group: the WTO profile gives an average of 3.7% for electrical machinery and equipment, 2.0% for mechanical and computer machinery, 3.1% for textiles, 11.3% for clothing, 5.5% for transport equipment and 0.4% for wood and furniture. No average replaces the ten-digit code specific to your product.
Import VAT is 20% on most goods, calculated on the customs value plus duties collected. Excise duties are added, under Article 215 of the Ukrainian Tax Code, on alcohol, tobacco, fuel, vehicles and electricity. Example: on 100,000 dollars of electrical equipment, a 3.7% duty amounts to 3,700 dollars; the 20% VAT then applies to 103,700 dollars, i.e. 20,740 dollars, for a cumulative burden above 24%.

Mandatory documents to clear a shipment through customs
The central document is the customs declaration, completed by the importer of record or by a broker acting on their behalf, according to the official US import documentation guide. Ukraine's Customs Code, adopted on 13 March 2012 and amended in 2024, governs the procedure, supplemented by Law No. 2697-IX of 19 October 2022, which sets duty rates.
A certificate of origin is required in three cases: a preferential duty rate, a quantitative restriction on the goods, or an obligation under Ukrainian law or an international treaty. The list of documents required to establish customs value changes frequently according to the same source.
Exchanges between the declarant and the administration go through a single electronic window. The official US guide recommends entrusting customs clearance to a locally registered Ukrainian partner or a broker, as the procedures are considered burdensome; the Association of Customs Brokers of Ukraine can help identify one.

Licenses, authorizations and controlled products
Ukraine's law on licensing of economic activities, updated in August 2022, subjects thirty-four types of activity to licensing according to the official US guide, including the production, distribution and import of medical products, and the transport of dangerous goods and waste.
Our sources provide no consolidated list of goods banned from import into Ukraine, nor the precise body in charge of product-by-product standardization: to be checked line by line with the Customs Service before starting production, particularly for electronics, toys and food.
Ports, logistics routes and incoterms from Southern China
The official US guide on Ukraine, updated on 11 May 2026, states that the country maintains functioning trade corridors despite the Russian invasion, citing the Danube river ports, the railway lines bordering the European Union, and the Black Sea humanitarian corridors. This source gives no precise transit time or entry port for goods coming from Southern China: to be confirmed with your freight forwarder.
In practice, Chinese goods often transit through a major European port and then travel by rail or road via the Polish border, or via Romania and the Danube, with Ukraine's Black Sea ports remaining exposed to a risk our sources cannot quantify. FOB is suitable when you organize the onward transport yourself; DDP remains inadvisable as long as the seller is not the customs declarant in Ukraine, which is never the case for Sorva.

Payment, currency exchange and fraud precautions
The official US guide on trade financing in Ukraine, updated on 11 May 2026, recommends advance payment for a new trading partner and presents the irrevocable documentary letter of credit as strongly advised. Since martial law in February 2022, the National Bank of Ukraine has restricted cross-border transfers, progressively eased; in August 2025, new measures authorized the repatriation of dividends accumulated since 1 January 2023 and raised the monthly cap on foreign investment above one million euros.
The country has 60 licensed commercial banks supervised by the National Bank of Ukraine. On the Chinese supplier side, the rule stays the same everywhere: pay only the company's business account and verify by phone any change of bank details received by email.

On 28 July 2026, a WTO dispute settlement panel ruled in China's favour against Turkey over its additional 40% tariff applied since July 2024 to vehicles imported from China. The ruling does not require Turkey to immediately withdraw the measure, which remains in force as of 27 September 2026.
