Importing from China to Egypt: customs, GOEIC, costs in 2026
Importing from China to Egypt means handling three files at once: a tariff schedule that pushes some categories down and protects others, an ACID declaration to file on Nafeza before the ship arrives, and a GOEIC inspection that decides whether you may sell the product in Egypt at all. This article brings together, with sources, the rates, documents and deadlines that matter, as of 27 September 2026.
What Egypt imports from China: the growth niches
Presidential Decree No. 419 of 2018, still the reference cited as of 21 November 2025, sets a tariff policy that pushes some product families to the bottom of the schedule while protecting others. LED lamp components are fully exempt, their plastic or glass parts taxed at only 5%, while glazing has been cut from 50% to 20%.
Conversely, televisions and monitors are taxed at 40%, which has not stopped a steady flow from southern China. The automotive sector follows the same fine grained logic, with a tariff that varies by engine size and partial exemptions for electric vehicles.
- LED lighting: components exempt, plastic or glass parts at 5%
- Consumer electronics: unified 40% tariff on televisions and monitors
- Vehicles and parts: 30% up to 1,600 cm3, 100% above that, partial exemptions for electric vehicles
- Industrial machinery: 0 to 5%, versus 10 to 20% for trucks and heavy equipment
- Glazing and glass panels: cut from 50% to 20%
Trade and customs relations between Egypt and China
Egypt and China are linked by a bilateral trade agreement signed in 1995, but no preferential free trade agreement has been identified between the two countries: Chinese goods enter Egypt under the standard tariff. Egypt also remains a member of COMESA and the Greater Arab Free Trade Area, frameworks that affect its exports, not its imports from China.
Since 1 May 2026, China has applied duty free treatment to 53 African countries, including Egypt, according to the Chinese embassy in Cairo: this measure helps Egyptian exports to China, not the direction that matters to an Egyptian importer. The two central banks also renewed a currency swap agreement on 4 June 2026, an instrument aimed at exchange rate stability, not a cut in customs duties.

Customs duties and import VAT: how to calculate them
Egyptian VAT, at the standard rate of 14%, applies on import to the customs value plus duties and levies, not to the goods' value alone, according to an Egyptian tax briefing updated on 17 August 2026. Standard duties range from 0 to 60% of the CIF value, with 0 to 5% for industrial machinery, 10 to 20% for trucks, and up to 135% for passenger vehicles, luxury goods and alcohol.
Example on a batch of machinery worth 10,000 dollars CIF, taxed at 5%: the duty comes to 500 dollars, bringing the value up to 10,500 dollars, on which 14% VAT adds 1,470 dollars, for a total of 1,970 dollars due before clearance fees. Duties are payable exclusively in Egyptian pounds, according to the Customs Authority.
- VAT: 14% on the customs value, CIF plus duties
- Customs duties: 0 to 60% of the CIF value as a general rule
- Industrial machinery: 0 to 5%
- Trucks and heavy equipment: 10 to 20%
- Passenger vehicles, luxury goods, alcohol: up to 135%

Mandatory documents for clearing an import
The Nafeza system, Egypt's customs single window, requires an ACID declaration, Advance Cargo Information, at least 48 hours before the ship's arrival, mandatory since October 2021 after a pilot phase launched in April 2021 at the port of Alexandria. The declaration then routes the shipment to a green lane, faster clearance but exposed to random checks, or a red lane, meaning systematic physical inspection.
A letter of credit must also be covered 100% in cash, except for certain food products: a rule that weighs on cash flow and needs to be built into the financing before the proforma is approved.
- ACID declaration on Nafeza, at least 48 hours before arrival
- Commercial invoice legalized by the Egyptian consulate in the country of origin
- Certificate of origin authenticated by the Egyptian consulate in the country of origin
- Bill of lading stating the shipper's name and address
- Proforma invoice, required to support the import license
- Packing list, recommended and often required by the consignee

Standards, GOEIC certification and pre-shipment inspection
Import inspection falls under GOEIC, the General Organization for Export and Import Control, tasked with coordinating import checks under a presidential decree from 1999. It runs 26 offices and laboratories at the country's ports and airports. An imported product cannot be sold in Egypt without meeting an Egyptian specification or a recognized equivalent international standard, regardless of whether a previous shipment complied.
These specifications are set by the EOS, the Egyptian Organization for Standardization and Quality, which manages around 8,500 standards, including 5,000 mandatory technical regulations; nearly 80% are based on ISO, European, American or Codex Alimentarius standards. For chemical products, a certificate of analysis from a previous shipment is never accepted: every batch is retested, a delay to plan for in your schedule.

Prohibited products, licensing and payment in foreign currency
Some imports are outright prohibited, according to the list updated as of 21 November 2025: asbestos, tuna in genetically modified oils, certain pesticides, two stroke motorcycles, complete cabins for motorized two wheelers, used medical equipment, used computers over five years old, and used vehicles, except for a vehicle under one year old. New medical equipment must carry a certificate of origin and FDA or European approval.
Other products remain subject to licensing, such as poultry offal, largely blocked despite the 2006 lifting of the ban on whole frozen chicken. On payment, a letter of credit not covered 100% in cash runs into bank refusals: better to secure that financing before the proforma, and pay the supplier into its business account, never a personal account.

Ports, shipping routes from southern China and recommended incoterms
The port of Alexandria remains the historic gateway for freight from Asia, ahead of Damietta, 70 kilometers west of Port Said, with 19 berths. The Sokhna deep water port, on the Gulf of Suez, rounds out the offering for the largest container ships and sits within the Suez Canal Economic Zone, established by Law No. 83 of 2002 and revised in 2015.
We found no single, verifiable transit time between southern China and Egypt: ask your freight forwarder, with the Suez Canal route remaining the most direct. FOB from southern China works when the buyer arranges transport; CIF or CFR when an intermediary handles it through to the Egyptian port. DDP is not advisable as long as the Chinese seller is not itself a licensed customs declarant in Egypt.

Steps of a first order and what Sorva does for you
A first order follows a precise sequence: specifications, factory verification, approved sample, proforma with incoterm, financing of the letter of credit or deposit, production follow up, pre-shipment inspection, ACID declaration before arrival, GOEIC certificate for regulated products, freight, then customs clearance by the client or their local freight forwarder.
Sorva is a sourcing and trading house based in Guangzhou, in the Tianhe district, backed by a Chinese subsidiary whose corporate purpose covers the purchase, resale and export of goods, and by a parent company in France. Our Chinese speaking team finds and verifies factories, arranges visits and samples, negotiates, has quality checked before loading and arranges freight to the chosen Egyptian port, while gathering the documents needed for your GOEIC file and your ACID declaration. We never act as the official importer in Egypt, do not clear customs locally, and do not export vehicles ourselves without going through a licensed exporter. Our base offer is invoiced in dollars, complemented by zone options quoted on request.

Remember that in Egypt, the ACID declaration on Nafeza must be filed before the ship arrives, not after, and that a letter of credit covered 100% in cash weighs on cash flow as much as the customs duties themselves. First step: check whether your product needs a GOEIC certificate and start that file at the beginning of production.
