European Union: Brussels negotiates with Beijing over electric vehicles and rare earths
The European Union's chief negotiator, Maros Sefcovic, travels to Beijing on 8 and 9 October 2026 to try to turn into an agreement the minimum export price commitments proposed by Chinese electric vehicle manufacturers, and to secure better access to rare earths restricted by China, while France and Germany push for a new rapid retaliation tool inspired by US trade law.

Since October 2024, the European Union has applied countervailing duties ranging from 7.8% to 35.3% depending on the manufacturer, on top of the standard 10% customs duty, on battery electric vehicles made in China. In January 2026, the European Commission published guidelines allowing Chinese manufacturers to individually propose minimum export price commitments to escape these surcharges.
It is in an attempt to turn these commitments into reality that Maros Sefcovic, the EU's chief trade negotiator, travels to Beijing on 8 and 9 October 2026, at the invitation of China's Commerce Minister Wang Wentao. The talks also cover voluntary Chinese cuts to exports in sensitive sectors such as hybrid vehicles, and easier access to rare earths, for which China has restricted export licences to Europe since 2025.
At the same time, France and Germany are proposing a new European instrument inspired by Section 301 of US trade law, which would allow the EU to quickly exclude, within days, goods or services from a country deemed to have unfair trade practices, unless a qualified majority of the 27 member states objects. This proposal is due to be presented at the European summit in mid-October 2026, with formal measures from the Commission expected before the end of the year.
The EU's trade deficit with China, estimated at around one billion euros a day, is the backdrop to these discussions; should they fail, Beijing has hinted it would respond with retaliatory measures against European products.
