Importing from China to Bolivia in 2026: customs, IVA and dollar access

Importing from China to Bolivia means managing three things at once: the Gravamen Arancelario and IVA applied by the Aduana Nacional, access to Chilean and Peruvian ports for a landlocked country, and a dollar shortage that, between 2025 and 2026, fundamentally changed the real cost of paying a Chinese supplier. This article brings together, with sources, the rates, documents, ports and recent developments that matter to a Bolivian importer, as of 7 October 2026.

What Bolivia imports from China: niches and the detour via free zones

China exported 1.01 billion dollars worth of goods to Bolivia in 2024, according to the United Nations Comtrade database as reported by Trading Economics. This figure understates the real weight of Chinese products on the Bolivian market: part of it passes through the Iquique free zone in Chile, where around 1,650 companies buy wholesale, with 60% of their supplies coming from Asia, before reselling to Bolivian traders who make the journey from La Paz, Oruro or Cochabamba, according to figures published by the free zone itself, ZOFRI.

Bolivia and China: diplomatic relations, investment and the absence of free trade

Bolivia and China have maintained diplomatic relations since 9 July 1985, unlike neighbouring Paraguay, which recognises Taiwan. China has invested directly in the Bolivian economy, with a partnership in lithium development valued at 2.3 billion dollars and a 350 million dollar loan granted in February 2024 for a zinc refinery. Our sources identify no free trade agreement between the two countries: trade remains subject to the standard customs regime described below.

Since 8 July 2024, Bolivia has been a full member of Mercosur, after nine years as an associate state; it has four years to align its legislation with the bloc's rules, while remaining a member of the Andean Community, which means two regional customs frameworks coexist during the transition.

Customs duties, IVA and ICE: the full calculation

Definitive imports carry the Gravamen Arancelario, the GA, on a scale of 0, 5, 10, 15, 20, 30 and 40% depending on the product classification, with a temporary five-point reduction on all lines until 31 December 2027, according to PwC Tax Summaries. The customs value used is the market value, plus loading and unloading costs and 10% of transport and insurance costs.

IVA is added, at a rate of 13% on the customs value plus the GA; since law 1733, IVA must appear separately on the invoice. Certain products, mainly alcohol and tobacco, also carry the ICE, the selective consumption tax, at mixed rates: for example 4.03 bolivianos per litre of beer plus 1%, or 189.26 bolivianos per thousand blond cigarettes, according to PwC. An importer of general goods does not need to budget for ICE.

Documents, VUCE and IBMETRO: what the Aduana Nacional requires

The Aduana Nacional has digitised most of the procedure: the VUCE centralises the documents in the file, SIDUNEA++ receives the customs declaration, and the SUMA programme modernises customs management, according to the institution's own website. A standard definitive import brings together the Declaración Única de Importación, the DUI, the commercial invoice, the transport document, the certificate of origin and the packing list.

The Bolivian Institute of Metrology, IBMETRO, administers compulsory technical regulations for a list of products that notably includes portable fire extinguishers, Portland cement, labelling for alpaca fibre yarns, water meters, scales and LED light fittings, according to its own website. The Bolivian government does not impose a general licence on industrial and commercial goods, but does require prior authorisation for oils, fruit juices, clothing, textiles and footwear, according to the official US trade guide on Bolivia.

Dollar shortage and currency access: what changed in 2025-2026

For more than fifteen years, from November 2011 to 2026, the official exchange rate stayed fixed at 6.86 bolivianos to buy and 6.96 to sell per dollar. The dollar shortage that took hold between 2023 and 2026 pushed the parallel rate up to 15 bolivianos. On 29 June 2026, the government scrapped this fixed official rate, with an immediate devaluation of close to 40%, taking the new rate to 9.73 bolivianos.

The Central Bank of Bolivia then published new rules for buying and selling foreign currency in July 2026, having returned dollar cash holdings to small savers in January 2026 to restore confidence, according to its own website. By early October 2026, the dólar flexible was trading at around 11.90 to 12 bolivianos, according to El Deber, nearly double the old fixed rate. For an importer, this means checking the day's rate before any proforma invoice and planning for currency access that remains controlled by local banks.

A landlocked country: the ports of Arica, Iquique and Ilo

Bolivia has had no coastline since the War of the Pacific; the 1904 Treaty of Peace and Friendship with Chile guarantees it a right of free transit through Chilean ports, chiefly Arica, described as a free port for Bolivia, and Iquique, where the ZOFRI free zone plays a wholesale buying role for Bolivian traders.

Peru completes this arrangement: the Bolivia Mar agreement, signed on 24 January 1992 between presidents Fujimori and Paz Zamora, grants Bolivia, on loan, a coastal strip of 5 kilometres by 800 metres near the port of Ilo, extended to 3.58 km² in 2010, for 99 renewable years; the agreement covers industrial and tourist facilities, with no Bolivian deep-water port. In practice, Bolivia remains mainly dependent on Chilean ports for containerised freight from Asia.

Routes from southern China, Incoterms and payment

From southern China, sea freight reaches Arica or Iquique, then travels on by road to La Paz, El Alto, Oruro or Cochabamba; we found no verifiable figure for the transit time this session, to be requested from a freight forwarder at the time of booking. FOB suits a Bolivian buyer organising transport from China itself; CIF or CFR where an intermediary handles it as far as the Chilean or Peruvian port. DDP remains inadvisable unless the Chinese seller is itself a customs declarant in Bolivia.

On payment, standard practice remains a deposit on ordering followed by a balance before shipment, paid into the Chinese factory's business account, never a personal account; a change of bank details received by email should be checked by a direct phone call before any transfer, a precaution all the more useful given that dollar access remains constrained on the Bolivian side.
